Job Description

Director of FacilitiesUnder the general direction of the Superintendent of Schools or designee the Director of Facilities is responsible for developing and overseeing all programs related to capital outlay (for maintenance and repair) general maintenance and plant operations across the district. The Director has overall responsibility for the supervision of custodial and maintenance personnel and ensures that all school facilities are safe well-maintained and operate addition the Director represents the School Committees interests in all major school construction projects and serves as the primary liaison between the Barrington Public Schools and School Building Committees. The Director evaluates the effectiveness of facilities-related programs and makes recommendations for improvements to the immediate supervisor to whom they report To:Superintendent of Schools or designeeSupervises:Building Custodians and Maintenance PersonnelQualifications: A. A masters degree in Facilities Management Engineering Architecture or a related field is preferred. Candidates with a bachelors degree or substantial relevant experience will be considered. A minimum of five years of supervisory experience in managing multiple facilities is required. The ideal candidate will demonstrate strong knowledge in the areas of HVAC systems construction project oversight health and safety regulations facilities-related financial and purchasing practices and personnel management. Familiarity with state and local building regulations is essential.B. Must hold and maintain a valid Rhode Island Motor Vehicle Operators License with no serious DESCRIPTION:SKILLS KNOWLEDGE ABILITIES: A. Have excellent leadership and organizational skills and the ability to motivate people. Exhibit a personality that demonstrates interpersonal skills to relate well with students staff administration parents and the community. required to work in a supervisory capacity with the maintenance and custodial staff. Experience in the supervision of a unionized workforce. The Director shall be sufficiently skilled in human relations to successfully perform in this capacity with reasonable success. sufficiently articulate to communicate Board policy and Administrative regulations to the general public as its members seek such interpretation and clarification. The Director shall receive business representatives and exchange ideas and pertinent information with them for the purpose of determining and negotiating necessary purchases. D. Prepare in writing detailed and precise specifications for all contracted maintenance programs and arrange for public bidding as required.E. Familiar with computer software for word processing data management and telecommunications.F. Knowledge of electrical heating ventilation sewerage computer hardware and similar building systems. Ability to read and interpret blueprints mechanical drawings and schematic diagrams. Problem solving and managerial skills. Licensed in asbestos control or willing to obtain appropriate contingency crisis planning and implements emergency procedures to ensure our school buildings are healthy and AND RESPONSIBILITIES:Working with the Superintendent and Director of Administration and Finance the Director has the following duties and responsibilities: Outlay (maintenance and repair) Maintenance and Plant Operation: maintenance staff and Custodial Manager who supervises the custodial and maintenance personnel. Meet and discuss issues with Union Officials and respond to union grievances as bid specifications for supplies and contracted maintenance which includes all building services (to include but limited to heating and air conditioning systems temperature control systems kitchen equipment clock systems telecommunication systems intercom systems fire alarms and other life safety systems security systems etc.) Publicly bids or secures quotations for the above; prepares purchase orders; negotiates and enters into contracts (in conjunction with the Director of Finance and School Committee approval where applicable); oversees and inspects purchases construction and repairs and attends on-site oversight of maintenance and custodial operations. Works closely with the buildings lead custodians) to plan and schedule all maintenance and custodial personnel tasks (to include but not limited to inspections maintenance repairs and routine servicing of all building systems; repairs and inspections of building infrastructure including walls ceilings doors windows hardware and roofs; cleaning and care of floors walls bathrooms classrooms etc.; care of athletic fields and grounds; care of trees lawns and shrubbery; snow and ice removal; etc.). the complete maintenance and repairs of Barrington Public Schools-owned vehicles and grounds equipment (snowplows sanders tractors snow blowers lawnmowers weed whackers etc.). and keeps maintenance all maintenance and custodial supplies and equipment. Implements and maintains inventory control systems. and budgets for all major facility maintenance requirements (to include but not limited to electrical distribution systems energy and/or fuel cell plumbing systems heating systems air conditioning systems ventilating systems life safety systems security systems telecommunication systems roofs infrastructure playgrounds and playscapes athletic fields parking lots and driveways sidewalks and refurbishing and redecorating needs). for the districts utility budgeting consumption and conservation efforts for electricity fuel oil natural gas propane and water and sewer. for the implementation of all Federal State and Local building regulations and codes including but not limited to fire/life safety building electrical health OSHA Federal 504 ADA AHERA etc. Oversees mandated training requirements for maintenance and custodial personnel. with representatives of business firms wishing to solicit Barrington Public Schools business as pertaining to facility management. and inspects the improvement and renovation work performed by outside contractors and verifies that the terms of all such contracts have been fulfilled before authorizing final for the districts Integrated Pest Management program Recycling and Rubbish Removal program and non-curriculum related Haz-Mat disposal. for coordinating long ranges planning related to building and grounds issues in conjunction with the Superintendent and Director of Responsibilities and presents reports to the Superintendent or Director of Administration and Finance as necessary and meets with them at least weekly. to complaints from public pertaining to buildings and grounds and applicable personnel. with all local officials regarding school facility issues including but not limited to Building Officials (Building Inspector Mechanical Inspector and Electrical Inspector) Fire Officials Fire Marshals and Inspectors Health Department (Director OSHA Compliance Officer and Inspectors) and Police Officials (Chief and Deputy Chief). as liaison to the Building Committees for school projects. Attends meetings offers suggestions concerning renovations additions and new school construction and reports pertinent information to the Superintendent or Director of Administration and Finance. Attendance at evening meetings required. with the Director of Administration and Finance regarding recruiting of new and replacement personnel and recommends individuals for hiring promotion and transfer. the Superintendent in determining school closures or delays openings due to inclement weather or facility emergencies. available for any and all emergency situations that arise twenty-four hours per day three hundred and sixty-five (365) days per year unless otherwise excused for vacations etc. Must be available after hours weekends and holidays by cell phone (job requirement). informed of the latest trends developments and products in the areas of maintenance repair and upkeep and encourages innovation and experimentation as on a regular basis all security precautions and procedures and recommends additions changes or reductions in service as and implements an orientation program on proper operation and maintenance of school facilities for departmental in the recruitment employment assignment transfer promotion demotion or dismissal of property services recommendations for the assignment of and termination of employment of all personnel encompassed within his area of such additional duties as may be delegated to the Director by the Superintendent or Director of Administration and FinancePHYSICAL DEMANDS WORK HAZARDS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential responsibilities and functions of the job and are not meant to be all inclusive. Function in a workplace that is usually moderately quiet but that can be noisy at & TERMS OF EMPLOYMENT:Commensurate with experience and educational -time twelve (12) month employee.
