SUMMARY:

Plans directs manages coordinates and supervises the activities of multiple divisions in the General Services Department to provide a variety of support functions to other County departments. Performs a wide variety of administrative and technical support functions including procurement of supplies services and equipment and vehicles and project support. Establishes and directs departmental policy and procedures to efficiently and efficiently deliver assigned services to County Department.

PRIMARY DUTIES AND RESPONSIBILITIES:

Provides oversight and daytoday management of assigned divisions; establishes recommends and implements department policies; assesses program effectiveness and customer service; institutes change as needed; and coordinates the activities of assigned divisions with other departmental divisions other County departments agencies private organizations and consultants/contractors.

Provides oversight coordination and administration of County procurement activities; assists county staff and work groups with determining methods of procurement including direct purchases requests for proposals bids or other processes; develops forms practice guidelines and bidding procedures to ensure all related activities are conducted in accordance with state laws and County policies and ensures fair and impartial consideration to all vendors.

Assist with the development and implementation of County goals objectives and priorities and works directly with the BCC Administrator in support of various projects. Prepares or directs the preparation of analytical studies of departmental operational and budgetary projections staff reports presentations and a variety of other reports and correspondence to inform county officials.

Supervises staff directly or through subordinate managers; interviews selects trains and sets and adjusts priorities in order to provide direction for subordinates; evaluates the performance of division managers; reviews personnel recommendations of division managers and administrative staff; and recommends disciplinary actions as appropriate.

Directs staff in the: preparation and monitoring of operational division budgets and Capital Improvement Plans; determines appropriate level of services; develops performance measures; and analyzes services provided to ensure cost efficiency and adequate levels of service. Facilitates the review of subordinate managers budget requests to determine the need for requested items their priority and alternate sources of funding; presents and defends proposed budget to Board of County Commissioners; and manages overall fiscal accountability of the Department and programs.

Oversees implementation of the Countys facilities master plan; may manage and direct facility planning and development including construction remodeling and building improvements; preparation of bids and negotiation of contracts; capital and noncapital asset development; and real estate transactions.

Plans directs manages administers and evaluates the Countywide energy management and sustainability program; directs longrange planning and development of projects to improve energy efficiency of County facilities and programs; manages energy audits in County buildings and facilities; inspects and monitors energy conservation projects to ensure specifications are met; and assures that the County participates in available grants and utility company incentive and rebate programs.

Supports the relationship between the County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of workrelated issues and County information; performs other duties as required or assigned.


MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelors degree in Public Administration Business Administration Finance or related field. Masters degree preferred.

7 years progressively responsible program management experience in an organization providing many diverse services

5 years management supervision and budget oversight

Required Licenses and Certifications:

Must possess a valid Wyoming/Idaho Drivers License and maintain an acceptable driving record.

Required Knowledge of:

Principles and practices of performancebased budgeting program management project management and resource allocation.

Principles of procurement including bidding and contract administration.

Principles of record keeping records retention and confidential records management.

Principles and practices of effective supervision and performance management.

Principles and processes for providing customer service including needs assessment meeting quality standards and evaluation of customer satisfaction.

Applicable policies procedures and regulations covering specific areas of assignment.

Federal and state laws and local ordinances covering specific areas of assignment.

County organization and administration policies including accounting budgeting payroll and personnel rules.

English usage spelling vocabulary grammar proofreading and punctuation.

Business computers standard MS Office software applications specialized software applications and basic internet technologies.

Required Skills in:

Establishing and maintaining cooperative working relationships with elected officials boards staff suppliers the public and representatives from other governmental agencies.

Motivating developing and directing people as they work.

Understanding and applying county policies and procedures and applicable state and federal regulations.

Interpreting and explaining policies and procedures of assigned department.

Using initiative and independent judgment within established procedural guidelines.

Researching compiling and reviewing data for special projects and preparing narrative and statistical reports.

Assessing and prioritizing multiple tasks projects and demands.

Communicating effectively verbally and in writing.
