Job Description

POSITION SUMMARY: These general functions will be carried out in keeping with the Goals Mission and Policies of the YMCA of the East Bay. The Director of Workforce Development will oversee the development and implementation of the Early Educator Apprentice Program (EEAP). This includes program/resource development and grants management oversight of apprentice recruitment and onboarding oversight of data collection/tracking and reporting and community/higher education partnership development.
ESSENTIAL FUNCTIONS:
  1. Develop and lead high quality programming that facilitates apprentice teacher job placements education/degree advancement and professional/soft skills development.
  2. Develop implement and monitor systems to support data collection/tracking accurately measure participant progress and ensure apprentice candidates meet the ongoing requirements for Department of Labor registered apprenticeship.
  3. Oversee technical assistance and individualized supports to early childhood apprentices (e.g. on the job training OJT academics tutoring success services etc.)
  4. Facilitate relationshipbuilding and ongoing communication with key stakeholders funders and higher education institutions including relevant workforce development organizations.
  5. Direct the facilitation of relevant committee meetings community partnership meetings apprentice training and development events workforce development convening and recruitment events.
  6. Develop systems to guide and support apprenticeship program enrollment ensuring that apprentice candidates meet eligibility and work requirements.
  7. Work with institutions of higher education workforce team members and ECI Professional Growth Advisor to determine appropriate courses and schedules offered to apprentices each semester.
  8. Sustain existing funding and contribute to the development of grantfunded initiatives (e.g. grant proposals quarterly reports program budgets tracking invoices and expenditures).
  9. Identify and secure new funding sources in collaboration with the YMCA Marketing and Development team.
  10. Monitor and control EEAP department budgets in collaboration with the YMCA Fiscal team so that resources are devoted to the top priorities and strategic objectives.
  11. Directly supervise coach and evaluate the Workforce Manager a team of Success Specialists a Program Assistant a Mentor Teacher Coordinator and any other relevant staff positions/contractors assigned to the program.
  12. Collaborate with the ECI leadership team to ensure apprentice candidates are trained and prepared to work safely and successfully within the classroom environment.
  13. Support recruitment and development to train and retain highly qualified and mission driven teachers in collaboration with the Operations and HR teams.
  14. Special projects and other duties as assigned.
MEASURE OF EFFECTIVENESS
The incumbent has a primary impact on the development of a workforce pipeline for the Early Childhood Impact Department. Therefore the effectiveness of the fulfillment of this position should be measured by:
1.The sound administration of the Workforce Development Department is evident in purposeful and coordinated programs positive relationships with all stakeholders effectiveness in building a strong workforce pipeline and efficiency.
2.Program is in a dynamic state of evolution and improvement.
3.Grants are managed efficiently and in compliance with funder requirements with timely submission of reports and evidence of sustained or increased funding through strong funder relationships.
4.EEAP meets standards of performance and outcomes are achieved.
WORK ENVIRONMENT & PHYSICAL DEMANDS:
  • Sufficient strength agility and mobility to perform essential functions and to supervise program activities in a wide variety of indoor and outdoor locations
  • Must be able to work on a computer for an extended period of time
  • Must be able to travel locally and nationally for meetings training and special events

QUALIFICATIONS:

  • Masters degree in educational leadership child development and/or early childhood education; public administration or related field
  • Five years progressively responsible professional experience which demonstrates supervisory and administrative responsibilities
  • Experience developing statewide programs and implementation systems career advocacy early childhood professional development program design/implementation
  • Experience working with 2 and 4year colleges/universities preferred
  • Experience serving second language and immigrant populations nontraditional college students first generation college students and lowincome workers preferred
  • Strong knowledge of theories and practices of federal/state subsidized programs
  • Excellent verbal and written communication skills
  • Valid California Drivers License/proof of auto insurance/annual DMV check required
  • Criminal record clearance and health requirements that include physical exam TB and immunizations
  • Proficiency in Microsoft Word Outlook database management and other computer programs necessary to perform the duties of the job
