Job Description

DIRECTOR OF EXCEPTIONAL STUDENT EDUCATION

Purpose Statement:
The job of Director of Exceptional Student Education is performed for the purpose of supporting the Executive Director in the leadership planning coordination implementation and evaluation of all Exceptional Student Education (ESE) programs and services (ages 321). The Director ensures compliance with federal state and local mandates promotes best practices supports staff and students and fosters collaboration across departments and schools to achieve equitable outcomes for all exceptional students.

This position reports to the Executive Director of Exceptional Student Education.

Essential Functions:

  • Assists the Executive Director in overseeing all facets of Exceptional Student Education programs to meet district goals and ensure compliance with IDEA Section 504 and other federal and state requirements.
  • Provides leadership in the development implementation and evaluation of individualized education programs (IEPs) and ensures the fidelity of services provided.
  • Monitors and supports compliance with identification placement reevaluation and due process procedures.
  • Assists in recruitment hiring supervision and evaluation of special education staff including teachers related service providers and support personnel.
  • Supports coordination and delivery of professional development for ESE and general education staff regarding ESE processes instructional strategies and legal requirements.
  • Collaborates with district and school leadership teams to integrate ESE services with academic programming and ensure access to the general education curriculum.
  • Assists with the development implementation and monitoring of budgets for ESE programs including IDEA grants Medicaid and other funding sources.
  • Oversees and maintains ESE data systems to ensure accuracy in reporting compliance monitoring and program evaluation.
  • Facilitates communication among parents staff and the community regarding ESE policies programs and student needs.
  • Conducts program reviews and evaluations to inform continuous improvement of special education services.
  • Coordinates support for students with disabilities during disciplinary procedures manifestation determination meetings and other legally mandated processes.
  • Serves as a district resource for Section 504 compliance and accommodations working collaboratively with Section 504 coordinators at the school level.
  • Supports mediation complaint investigation and due process hearings related to special education as directed by the Executive Director.
  • Represents the Executive Director in meetings or on committees as assigned.
  • Performs other related duties as assigned to ensure the efficiency and effectiveness of the Exceptional Student Education department.

Job Requirements: Minimum Qualifications

Skills Knowledge and Abilities:

  • Skills:
    • Planning organizing and implementing ESE programs
    • Managing multiple tasks/projects efficiently and within deadlines
    • Analyzing data for program improvement
    • Developing positive working relationships with diverse stakeholders
    • Using technology and student information systems to support ESE processes
  • Knowledge:
    • Federal state and local special education laws regulations and best practices
    • Individualized Education Program (IEP) development and implementation
    • Response to Intervention (RTI)/MultiTiered Systems of Support (MTSS) frameworks
    • Behavior management principles and practices
  • Abilities:
    • Collaborate and communicate effectively with diverse families students staff and community members
    • Maintain confidentiality and demonstrate sound professional judgment
    • Lead and supervise staff with a focus on continuous improvement
    • Problemsolve independently and as part of a team
    • Monitor and ensure legal compliance with ESE regulations

Responsibility:

  • Operates with limited supervision under broad guidelines set by the Executive Director.
  • Directly manages and supports ESE personnel and programs across the district.
  • Plays a key role in budget development grant management and the use of departmental resources.

Working Environment:

  • The usual and customary methods of performing the jobs functions require the following physical demands:
    occasional lifting carrying pushing and/or pulling; some stooping kneeling crouching and/or crawling; significant fine finger dexterity.
  • Generally requires 80% sitting 10% walking and 10% standing.
  • The work environment is generally clean and hazardfree.

Experience:

  • Jobrelated experience in Exceptional Student Education leadership is required.

Education:

  • Masters degree in Education Special Education Educational Leadership or a closely related field.

Required Testing:

  • Preemployment TB Test

Certificates & Licenses:

  • Special Education certification and Administrative Certification preferred.

Continuing Education / Training:

  • Participation in professional development related to Exceptional Student Education and leadership practices as required.

Clearances:

  • Satisfactory SLED (SC Law Enforcement Division) report; outstanding references from current and former employers

FLSA Status: Exempt
