Job Description
The Proposal Manager would lead the development and submission of highquality competitive and solesource proposals. This individual will oversee the entire proposal lifecycle ensuring proposals are aligned with customer needs and L3Harris capabilities while maintaining compliance with industry standards. The ideal candidate is a strategic thinker with strong project management communication and writing skills and is capable of managing multiple proposals simultaneously.
Essential Functions:
- Lead and manage the full proposal process from initial opportunity identification through final submission ensuring highquality proposals and ECPs that align with L3Harris IEC business objectives.
- Support factfinding bid strategy and negotiations.
- Work closely with internal stakeholders including Engineering Technical Services Finance and Business Development to gather relevant information and develop a winning proposal.
- Develop review and refine proposal content to ensure clarity persuasiveness and adherence to customer requirements. Tailor proposals to highlight L3Harris IECs capabilities and value proposition.
- Ensure all proposals meet DOD and FAR Requirements company policies and contractual requirements mitigating risks associated with bidding and contract execution.
- Continuously refine and optimize proposal development strategies templates and processes to improve efficiency and success rates.
- Support BOE review and review of Price and Cost Analyses.
Qualifications:
- Bachelors Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree minimum of 10 years of prior related experience.
- US Citizenship and ability to acquire DOD Secret Clearance is required for this position.
Preferred Additional Skills:
- Experience using Microsoft Project PowerPoint and BOE Pro
- Strong Project Management skills and ability to manage multiple deadlines and stakeholders.
- Excellent verbal presentation and written communication skills.
- Ability to work independently and collaboratively.
In compliance with pay transparency requirements the salary range for this role is $86500 $160500. This is not a guarantee of compensation or salary as final offer amount may vary based on factors including but not limited to experience and geographic location.
