Job Description

Title: Director of Community Preschool and Early Intervention Programs

Reports to: Assistant Superintendent


Purpose:
The Director of Community Preschool and Early Intervention Programs provides strategic leadership operational oversight and programmatic direction for the Districts Community Preschool and Early Intervention services. This position ensures highquality developmentally appropriate instruction and inclusive learning environments for all preschoolaged children including those with special needs. The Director is responsible for aligning preschool and early intervention programs with Arizona Department of Education (ADE) standards federal and state special education regulations and District goals. The role emphasizes collaboration with families community partners and internal stakeholders to support early learning success and school readiness while ensuring compliance with Department of Health Services (DHS) licensing and IDEA requirements.

Qualifications:

  1. Valid Arizona Department of Education teaching certificate
  2. Valid Arizona Department of Education Special Education Endorsement (preferred)
  3. Valid Arizona Administrative certificate or completing Administrative certificate (preferred)
  4. Valid AZ DPS IVP Fingerprint Clearance Card
  5. Bachelors Degree in related field or Masters Degree (preferred)
  6. School based leadership experience
  7. A minimum of three (3) years of successful teaching experience
  8. Bilingual in English and Spanish (preferred)
  9. Demonstrated leadership experience in data driven decisionmaking
  10. Demonstrated evidence of effective presentation skills
  11. Excellent communication skills
  12. Demonstrated evidence of working effectively with various groups such as students staff and community members
  13. Demonstrated evidence of ability to effectively use technology to perform duties
  14. Such alternatives to the above qualifications as the Board may find appropriate and acceptable

Duties and Responsibilities:

  1. Clearly articulate and promote the philosophy goals and expectations of the Districts Community Preschool and Early Intervention Programs.
  2. Supervise evaluate and provide professional development for preschool early intervention and selfcontained special education staff.
  3. Oversee staff recruitment onboarding coaching and retention to ensure highquality early childhood education.
  4. Lead the District ECQUIP team and align early childhood practices with the Arizona Early Learning Standards.
  5. Ensure compliance with IDEA Part B/619 ADE regulations and Arizona Department of Health Services (DHS) licensing requirements.
  6. Attend and participate in special education meetings including AzEIP transition conferences evaluations IEPs and placement meetings.
  7. Monitor selfcontained preschool programs for instructional quality and IEP compliance; serve as designee for the Special Programs Director as needed.
  8. Maintain accurate records and reporting for child find screenings assessment data and program compliance.
  9. Oversee the implementation of researchbased curriculum and developmentally appropriate practices in both general and special education preschool classrooms.
  10. Ensure the completion analysis and timely submission of Teaching Strategies GOLD and other state and districtmandated assessments.
  11. Support continuous instructional improvement through modeling coaching and collaborative planning with teaching staff.
  12. Use assessment data and performance metrics to inform instructional practices and strategic planning.
  13. Collect analyze and report program data for internal evaluation and state/federal compliance.
  14. Plan schedule and implement Child Find and Kindergarten screenings in accordance with district policies and federal timelines.
  15. Ensure timely followup and coordination of services for children identified through screening and evaluation processes.
  16. Support early kindergarten entry screenings and procedures.
  17. Foster positive relationships with families and ensure communication regarding student progress needs and program information.
  18. Partner with community agencies (e.g. AzEIP local childcare centers) to support early identification and service coordination.
  19. Develop family engagement initiatives that support school readiness and smooth transitions to kindergarten.
  20. Develop manage and monitor budgets for preschool and early intervention programs including general funds IDEA and other grants.
  21. Oversee billing and tuition collection for community preschool programs.
  22. Coordinate and manage billing and reimbursement processes for eligible preschool students through the Arizona Department of Economic Security (DES) ensuring accurate documentation and compliance with agency requirements.
  23. Identify and pursue grant funding to expand and enhance early childhood programs.
  24. District Leadership and Representation
  25. Collaborate with the administrative team instructional leaders and student services staff to align early childhood programs with district goals.
  26. Represent the district on local regional and state early childhood education councils and committees.
  27. Produce clear and timely program reports and presentations for the administrative team and Governing Board.
  28. Represent the district professionally and ethically in all interactions.
  29. Plan and facilitate staff meetings workshops and inservice training.
  30. Attend assigned meetings district events and professional development.
  31. Maintain open communication with staff families and the community.
  32. Continue personal and professional growth through research collaboration and engagement in professional organizations.
  33. Perform other duties as assigned by the Assistant Superintendent or designee.
  34. Perform additional duties and accept other responsibilities as assigned.

While performing the duties of this job the employee is frequently required to stand and talk or hear and sometimes walk and sit. While performing the duties of this job the employee may occasionally push or lift up to fifty (50) pounds such as boxes supplies etc. Specific vision abilities required by this job include close vision such as to read handwritten or typed material and the ability to adjust focus. The position requires the individual to meet multiple demands from several people and to interact with the public and other staff.

The noise level in the work environment is moderate to moderately high during the work day. There may be periods of recurring stress in the performance of this job.

The schedule for the position will mostly be Monday through Friday during regular business hours. However on occasion based on specific events and/or district initiatives the incumbent may be required to work during the evening time and weekends.
