Duties and Responsibilities


  1. *Serves as the fiscal officer for the Clinical Trials Office (CTO).
  2. *Performs financial services such as ensuring compliance with university policies and procedures and state and federal rules and regulations.
  3. *Responsible for fiscal accountability and documentation of procurement/acquisition receipt and issue records.
  4. *Assist in preparation of budgets for research projects and program proposals including obtaining information from various researchers on the detailed budgets.
  5. *Oversees the daytoday management of contracts and grants including personnel purchasing and disbursements maintains accurate and timely records and regularly produces reports on the financial status of various fund sources.
  6. *Provides training to program personnel regarding fiscal procedures and assists in implementation of new procedures.
  7. *Builds an OnCore finance calendar for the industry sponsored trial in collaboration with the Clinical Trial Management System team.
  8. *Leads and facilitates the sponsored trial budget build in collaboration with the sponsor University of HawaiiOffice of Research Services (ORS) clinical venues and University Health Partners of Hawaii (UHP) finance team.
  9. *Certifies availability of funds and propriety of expenditure on all documents initiated against the organizational funds which includes general funds facilitating service funds federal funds private funds revolving funds and University of Hawaii Foundation (UHF) funds.
  10. *Works as a team member to identify coordinate and evaluate problems.
  11. *Analyzes situations makes inquiries and provides recommendations to program staff regarding administrative fiscal and personnel issues; works with program staff to implement solutions.
  12. *Prepares reports and other requests from UH Cancer Center University of Hawaii and State of Hawaii offices as directed by the CTO Medical Director.
  13. *Initiates processes reviews maintains reconciles and audits fiscal transaction reports forms requests fiscal journals and records in accordance with federal state University and UHF requirements.
  14. *Provides technical advice and assistance to CTO Medical Director Translational and Clinical research faculty project personnel and administrative staff on matters relating to financial property and personnel matters and the applicable regulations governing each.
  15. *Responsible for oral and written communications exercising tact diplomacy and good judgment in relations with others.
  16. *Coordinates proper and timely transfers of personnel between accounts; advises PIs when transfers are necessary due to funding requirements; ensures that transfers are accurately reflected; prepares necessary corrections on a timely basis.
  17. *Establish proper accounts and perform other administrative tasks when new projects and programs are awarded.
  18. Other duties as assigned.

Education and Professional Work Experience


  1. Possession of a baccalaureate degree in business administration accounting or related field and 3 year(s) of progressively responsible professional experience with responsibilities forfinancial accounting or cost accounting; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
  2. Considerable working knowledge of principles practices and techniques in the areas of financial accounting or cost accounting as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  3. Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with financial accounting or cost accounting.
  4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  7. Demonstrated ability to operate a personal computer and apply word processing software.
  8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.


Supplemental Minimum Qualifications


  1. Ability to establish and maintain rapport with faculty staff federal administrators and the general public.
  2. Demonstrated ability to analyze interpret and apply fiscal personnel and general administrative rules and regulations to a variety of work situations.


Desirable Qualifications


  1. Ability to exercise judgment tact patience and discretion in applying and explaining policies and procedures.
  2. Extensive experience with federal regulations pertaining to administering federal grants contracts and cooperative agreements and with applicable state regulations.
