DEFINITION
Performs advanced level systems maintenance on videography and other technical equipment in support of Norfolk Public Schools Division of Communications and Community Engagement. The work involves alignment calibration and set up of all equipment used in videography and teleproduction. Provides insight and analytics for various Communications platforms including video views social media reach/engagement website usage (i.e. clicks and keyword searches). Identifies areas in which to streamline and optimize through equipment replacement and/or upgrades. Work may include serving in capacity of a video production specialist as required or assigned. The work also requires the employee to advise and consult on technical aspects of video production.
SUPERVISION
Duties are performed under the direction of the Chief Strategy Innovation and Community Engagement Officer. Work is performed under the direct supervision of the Director of Communications.
DISTINGUISHING CHARACTERISTICS
This is single position class assigned only to the videography unit.
ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed.)
Supervises operation of all originating sources into the modulation for cable transmission (Channel47).
Designs system configuration for television studio and postproduction facilities.
Works with cable company technicians to ensure integrity of cable transmission signals and manages vendor support for streaming service to maintain integrity of online transmission.
Installs and performs minor maintenance on audio and video equipment and system components.
Works with the Manager of Videography and Information Technology staff for provision of the highest technical standards possible.
Monitors readiness status of all video/audio/transmission equipment and circuitry.
Aligns and calibrates all equipment used in videography to meet broadcast and streaming standards.
Recommends equipment repairs or inspection requiring offline servicing.
Maintains equipment inventory including but not necessarily limited to purchase date and price vendor and maintenance schedule (if applicable). Identifies obsolete or nonfunctioning equipment and plans for proper asset disposal.
Identifies outdated materials for archiving or disposal. Creates orderly sortable searchable storage systems for archival or historic footage that is accessible to the Communications and Community Engagement team likely in a digital format.
Maintains updated programming on Channel 47 and identifies content from other areas including NPS web social and schoolspecific sites for use on NPS channel.
Provides production and direction services for video and audio efforts in studio and/or on location.
Adds or oversees addition of patches required to configure equipment for special production needs. Ensures videography equipment uses appropriate NPS servers firewalls and cyber safety protocols.
Reviews professional literature and make recommendations regarding equipment selection and utilization.
Provides reports as required to the manager and Director including stats and analytics as described previously.
Advises and consults with media specialists and video production personnel about technical aspects of video production/setup and cable operations at school building level.
May perform functions of a video production specialist as required or assigned.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
Thorough knowledge of electronic theory and practices components circuits and systems.
Thorough knowledge of the calibration setup general design operations of television production cable transmission equipment and electronic testing and TV production equipment.
Ability to operate and calibrate cable and satellite communications systems.
Ability to ensure operation of streaming service and troubleshoot if necessary.
Ability to communicate effectively both orally and in writing.
Ability to regularly check and report on statistics and analytics for communications platforms including page and video views likes/shares/follows newsletter views/open rate etc.
Skill in diagnosis of electronic equipment maintenance.
Must demonstrate courtesy and respect to all stakeholders.
Ability to maintain effective and productive working relationships with school administrators staff community members media and public officials.
MINIMUM EDUCATION TRAINING AND EXPERIENCE REQUIREMENTS
Education equivalent to an associates degree in telecommunication technology engineering or related field including or supplemented by courses/training in videography systems operation and maintenance; considerable experience as an electronics engineer in a videography setting or communications team or television station; or any equivalent combination of education and experience that would provide the above noted knowledge skill and ability.
LICENSE/CERTIFICATION
Valid drivers license required.
PHYSICAL ATTRIBUTES
Ability to manually move lift and carry equipment weighing up to 35 pounds and to transfer heavier items with manual or mechanical assistance.
Ability to perform fine and gross motor physical tasks in awkward positions and/or in confined spaces often for prolonged periods.
Dexterity to utilize electrical and electronic repair equipment and mobility to work from ladders.
HAZARDS
Work in an electrical/electronic environment involves potential hazards requiring adherence to industry safety standards and procedures.
Work environments include office settings television studio schools athletic and other schoolbased events and board meetings.
UNUSUAL DEMANDS
This position may require flexible or additional work hours including oncall duties responses and work during emergency situations including inclement weather active threat or other school closure.
Troubleshooting and repair activities may require working with strict deadlines and external pressures to complete tasks rapidly at times during evenings and weekends.
