WHY JOIN WFP

Background and Purpose of the Assignment

The ongoing conflict in Ukraine presents a particularly challenging operating environment for WFP its cooperating partners (CP) and the entire humanitarian response community. The components of humanitarian response operations such as the common pipeline that would normally be relatively stable predictable and shock resilient in almost all other emergencies are in Ukraine subject to any number of negative impacts. Constant shifts in the conflict impacting the humanitarian space; existing and ongoing infrastructure damage; unpredictable population flows; and the sheer quantity of highly vulnerable critical nodes within distribution transportation supply chain and monitoring and evaluation networks all contribute to an extraordinarily high level of operational uncertainty.

Related to the above this will require dynamic plans that quickly can adopt to any scenario as agreed between the Government of Ukraine and the Russian Federation and tools and flexibility to adjusted and implement according to the realities on the ground as these evolve.

To meet these current and emerging challenges the Senior Advisor has already headed WFPs development of Continuityof Operations (COOP) planning with supplementary tools that are now quite advanced and shared with UNOCHA and other parts of the UN. Going forward the Senior Advisors continued engagement and availability is required to further hone this planning process and tools.

Given the ongoing uncertainty around the likely outcome of efforts to end the current hostilities in Ukraine and the nature and scale of WFPs postconflict role it is envisioned that the Senior Advisor will support remotely on a parttime basis when/as needed with a possible requirement for missions to Ukraine especially for a period on the onset of the actual implementation of any postconflict plans developed with his assistance.

Accountabilities / Responsibilities

1. Support further programme process analysis asset mapping and risk assessments/programme impact analysis of critical nodes of programme delivery including supply chain transportation warehousing programme delivery and personnel; and identify current and emerging vulnerabilities in the ability of WFP and its implementing partners to execute critical program functions provide essential services and deliver core capabilities in the event of impacts to or changes in the humanitarian space.

2. SAt the direction of senior management undertake special projects in support of WFP its implementing partners (IP) and/or other humanitarian stakeholders. Examples include but are not limited to evaluations and assessments; continuous quality improvement (CQI) initiatives; and representing WFP in established or adhoc humanitarian coordination and response fora as appropriate.

3. 4. If required travel to Ukraine or elsewhere in supporting or executing any of the above.

Deliverables at the end of the contract:

Deliverables under this WOC contract will vary dependent on the type of tasks and activities the Senior Advisor is able to undertake at the direction of CO Management; such deliverables will be agreed to by both parties.

Qualifications & Experience Required:

Education:

Advanced university degree (Masters degree or equivalent) or equivalent experience and training in one or more of the following disciplines: international relations political/social science information management or business administration

Experience:

More than twelve years of progressively responsible experience in international humanitarian work: emergency preparedness & response planning (EP&R); civilmilitary coordination; logistics; security or other operational management function. Demonstrated experience in engaging with seniorlevel officials/ministries of national governments the United Nations and militaries. Prior experience working in active conflict or postconflict insecure environments. Substantial exposure to or experience in both the humanitarian and security sectors is a strong asset.

Knowledge & Skills:

Good analytical and problem solving skills; resourcefulness initiative maturity of judgement tact negotiating skills; familiarity with and experience in the application of program and risk analysis tools; flexibility in accepting work assignments outside normal desk description; ability to establish priorities and to plan coordinate and monitor own work plan in line with operational requirements; willingness to travel for extended periods of time. Willingness to work in challenging environments/field locations.

Languages:

Fluency in spoken and written English is required.
