OhioMHAS is seeking a dedicated and experienced Consumer Advocacy & Protection Administrator to manage and lead the statewide Rights and Advocacy Program. This role is responsible for ensuring compliance with Ohio Revised Code administrative rules and internal policies related to consumer rights complaints grievances and appeals. The successful candidate will advocate for the rights recovery and resiliency of all Ohioans and provide leadership in developing and implementing advocacy policies and best practices across the state.

Key Responsibilities:

  • Statewide Program Management & Compliance: Administer OhioMHASs statewide Rights and Advocacy program including oversight of all complaints grievances and appeals processes. Ensure program operations are in compliance with applicable laws rules and policies. Investigate and review all incoming grievances complaints and appeals related to client rights. Promote rights recovery and resiliency for individuals served by OhioMHAS. Issue interim and final findings and make advocacy recommendations in collaboration with internal teams. Maintain accurate and uptodate content for the Rights and Advocacy section of the OhioMHAS website.
  • Collaboration Consultation & Policy Development: Work closely with the Bureau Chief of Behavioral Health Treatment and other OhioMHAS leadership. Partner with the Legal Bureau to draft and refine administrative rules and statewide client protection policies. Coordinate with relevant internal bureaus and offices to address complex constituent concerns and protection issues. Provide consultation to other state departments community partners and advocates on rights and advocacy matters. Promote and facilitate alternative dispute resolution methods including mediation.
  • Advocacy Support & Training:Collaborate with Client Rights Officers peer advocates and community agency staff statewide. Provide ongoing technical assistance to Client Rights Officers and Rights and Recovery Administrators in Regional Psychiatric Hospitals and communitybased settings. Maintain strong relationships with advocacy organizations to promote client empowerment and protections. Design develop and deliver training curricula and materials related to client rights and advocacy. Assist in the implementation and monitoring of formal statewide rights and advocacy training initiatives.
  • Administrative Leadership & Representation: Coordinate and participate in internal and external meetings related to rights advocacy and quality improvement. Gather and review documentation and data; provide reports and insights to agency leadership. Serve on subcommittees focused on quality improvement and rightsrelated initiatives. Refer complex or sensitive issues to appropriate subject matter experts as needed.
  • Special Projects & Additional Duties:Support the Office Chief with special projects grant administration and policy initiatives including federal block grants and statewide advocacy efforts.Perform other duties as assigned in support of OhioMHASs mission and strategic goals.

Completion of undergraduate core program in one of following fields: mental health & developmental disabilities technology social work or comparable field (e.g. child & family community services) special education psychology or rehabilitation

Or 24 mos. exp. in development & implementation of treatment/ habilitation plans for persons who are mentally ill or developmentally disabled & working as part of interdisciplinary team to assess consumers/residents needs & abilities;

AND 12 mos. trg. or 12 mos. exp. in state & federal regulations standards & court orders governing care custody treatment programming & environment of consumers/residents in mental health or developmental centers or regulating drug treatment center operations or federally funded drug abuse services or governing delivery of psychiatric services in adult correctional institution or affecting community mental health programs (i.e. category of state & federal regulations standards & court orders must be linked directly to type of facility & services being provided).

Or equivalent of Minimum Class Qualifications for Employment noted above.
