Job Description

Responsibilities:

The Environmental Health and Safety Specialist is responsible for developing implementing and maintaining environmental health and safety programs to ensure compliance with regulatory federal and local laws. This role involves supervising employees conducting a variety of health and safety monitoring audits trainings performing risk assessment plans and fostering a culture ok workplace safety. Compliance with company Standard Operating Procedures.

Primary Functions:
  1. Implements Environmental Health and Safety Programs Plans and Procedures related to operations having environmental impacts to assure compliance with government permits laws regulations and company EHS requirements regarding Air Emissions ODC and asbestos management Risk Management (RMP) General Duty Clause (GDC) Potable Water Storm Water Wastewater Treatment Hazardous non-Hazardous & Special Waste SARA Title III etc.
  2. Responsible for the environmental management programs such as Storm Water Pollution Prevention and SPCC plans.
  3. In charge of the waste management programs (including RCRA biohazard and nonhazardous).
  4. Keeps and manages the Site Recycle Plan including inspections and reports.
  5. Assures timely and proper submittals of routine environmental reports or special documents and maintains recordkeeping files up to date such as Air Emissions Potable Water Wastewater and Recycling Reports. Audits plant operations for environmental compliance and provide these with technical assistance to schedule and close audit observations.
  6. In charge of the site EHS metrics.
  7. Conducts Risk Assessments as necessary on process or materials change impacts to environment and safety. Conducts JHA to site works including works coordinated with external contractors as needed.
  8. Keeps updated of internal process or chemical changes to ensure these do not impact environment to employees visitors and contractors.
  9. Analyze new process Safety Data Sheets (SDS) to determine appropriate Personal protective Equipment (PPE) procedure and practices.
  10. Manages the site Safety Steering Committee and provides guidance to the EHS Representatives of the site and supports business functional areas in the identification and correction of job hazards and the requirements of Job Safety Analysis (JSA).
  11. Develops coordinates or conducts environmental and safety training in accordance to their job functions.
  12. Performs safety surveys and inspections prepares written reports of findings and recommendations for corrective or preventive measures were indicated and follows up to ensure measures have been implemented.
  13. Conducts post accident or incident investigation and prepares report identifying possible accident causes hazards corrective and preventive measures.
  14. Leads the Emergency Response Team by initiating group members qualify personnel in the corresponding training courses such as First Aid CPR Fire Extinguishers fire hose use response to alarms etc. Coordinate meetings of the team on a schedule basis to improve awareness and group initiative.
  15. Manages the site Emergency Management Plan including Hurricane and Earthquakes activities and participates in Safety Committees to guide and support business areas on EHS tactical matters.
  16. Manages the sites Fire Department inspections certifications and permits.
  17. Analyses and provides assessment related to new products expansions and permits.
  18. Represents Neolpharma during visits and/or inspections from regulatory agencies and acts as subject matter expert for issues related to environmental occupational health safety and risk management.
  19. Prepares timely permit renewal applications and negotiates with government agencies new or amended permit conditions.
  20. Keeps updated on current legislation and regulations related to environmental affairs on site and alerts site leadership and environmental .management/peers about specific regulatory change impacts on operations.
  21. Responsible for supervising Environmental Services Support Technician team assign tasks monitor performance and provide guidance to ensure that the objectives are met.
  22. Conduct regular team meetings to discuss a variety of situations or actions.
  23. Performs other duties as assigned.
Secondary Functions:
  1. Supports EHS community outreach initiatives.
  2. Supports the use of RFT tools as means to execute root cause analysis.
  3. Supports efforts to obtain/sustain site certifications.
  4. Represents Neolpharma and involves industrial business associations and professional organizations.
  5. Supports all initiatives of the industrial emergency response organizations committees activities such as LECP (Local Emergency Committee Program).
  6. Performs other duties as assigned.
Requirements:
  • Bachelors degree in Engineering Chemistry Industrial Hygiene or Biology.
  • At least 3-5 years experience in OSHA regulations and programs within pharmaceutical or related industrial environment.
  • Experience in pollution prevention practices recycling and change control procedure; knowledge of GMP and EP A/EQB PRASA DOH regulations and code.
  • RCRA training requirements: 40hrs initial and 8hr annual refresh.
  • Must have extended knowledge of health and safety and environmental laws and practices.
  • Bilingual (Spanish/English)
  • Waste Water Treatment License Category 4.
In depth understanding/knowledge of:
  • cGMP EHS Environmental control technologies (air water wastewater hazardous waste regulations) health and safety regulatory compliance (OSHA).
  • Computer Literacy (Microsoft Office Business Application).
  • Excellent communication skills in English and Spanish.
  • Strong communication skills (written and verbal).
  • Must possess flexibility to respond to constantly changing conditions and priorities.
Work Methodology:
  • 100% On-site
  • Administrative Shift (available to work flexible shifts including weekends and overtime as required).
