Job Description

DEFINITION

Deputy Public Works Director Facilities Management
What Youll Do:
Under general supervision provides project management inspection and contract administration services for the construction acquisition and modification of County facilities; plans coordinates and supervises the work of the Facilities Maintenance and Real Property divisions; performs difficult and responsible professional architectural work in connection with County construction projects; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This single position class is responsible for performing contract management and architectural work related to the construction modification acquisition or leasing of County facilities and managing the activities of facilities maintenance and custodial staff through subordinate supervisors. The incumbent is expected to exercise independent judgment and make sound recommendations based on a high level of expertise. This classification is distinguished from Public Works Director which has overall administrative responsibility for the management of the Public Works Department.

EXAMPLES OF DUTIES

  • Confers with County administrative staff department heads and other staff to determine project requirements related to the construction and alteration of County buildings.
  • Conducts feasibility studies and cost estimate studies of proposed buildings and structures and prepares reports and recommendations.
  • Develops the goals objectives policies and work standards related to facilities maintenance operations; oversees the activities of facilities maintenance and custodial staff directly or through subordinate supervisors.
  • Plans supervises assigns directs and reviews the work of assigned staff.
  • Participates in the selection of assigned staff evaluates employee performance counsels employees and recommends disciplinary actions and other personnel decisions.
  • Develops the Countys deferred maintenance plan confers with departments concerning building repairs and maintenance projects and establishes project priorities.
  • Prepares or coordinates the preparation of complex architectural design work which may include developing project requirements master plans plan layouts schematics preliminary plans complete working drawings specifications and/or cost estimates.
  • Oversees the lease acquisition and disposal of real property.
  • Prepares agenda items and other documents requesting Board authorization to advertise for bids; receives and evaluates bids; negotiates contracts and leases and recommends award of contracts.
  • Reviews drawings and specifications prepared by consulting Architects and Engineers for conformance with prescribed federal state and County architectural standards; reviews and approves materials shop drawings contract change orders and contract progress payments.
  • Monitors work in progress to assure compliance with construction documents; conducts or supervises final acceptance inspections of construction projects
  • Prepares or directs the preparation of administrative and technical reports; prepares a variety of correspondence.
  • Makes presentations before the Board of Supervisors and other groups; represents the County at meetings with state and local officials and/or others regarding County building projects.

QUALIFICATIONS

Knowledge of:

  • Principles and practices of employee supervision including selection work planning evaluation and discipline.
  • Principles and practices of contract administration and project management and evaluation.
  • Architectural and engineering principles methods theories practices details and standards.
  • Codes ordinances and laws applicable to building design and construction.
  • Cost estimating construction or architectural contract and administration.
  • Building construction materials methods and principles used in the construction and modification of institutional and office buildings.
  • Structural mechanical and electrical systems as related to commercial buildings and public works projects.
  • Principles of budgetary administration and control.
  • Business data processing principles and design and related software applications.

Skill in:
  • Planning assigning coordinating reviewing and evaluating the work of others.
  • Preparing architectural plans and specifications for major construction and renovation projects.
  • Reading and interpreting engineering and architectural plans and specifications.
  • Negotiating and administering contracts for architectural and construction services.
  • Monitoring and coordinating the efforts of contractual architects engineers and general contractors in developing architectural/engineering projects.
  • Managing construction contracts including the ability to resolve problems regarding issues such as scope criteria regulatory requirements technical engineering problems time schedules and change orders.
  • Preparing clear and comprehensive project reports and related correspondence. Organizing work setting priorities and exercising independent judgment within policy guidelines.
  • Dealing tactfully and effectively with the public staff other agencies architectural and engineering firms contractors developers the general public and others.
  • Establishing and maintaining cooperative and effective working relationships with those contacted in the course of work.
Other Requirements:
Must possess a valid California drivers license. Must possess a valid license to practice as an Architect or Engineer in the State of California.

Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:

Four years of increasingly responsible experience as a professional architect engineer or construction project manager at least two years of which have been on major building construction projects as well as two years of supervisory experience.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a oneyear probationary period.

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Workerrelated training as assigned and to return to work as ordered in the event of an emergency.
