Job Description

Organizational Effectiveness and Learning Specialist (OELS)
People Services and Organizational Development
Temporary up to 12 month Assignment

Today the Royal College has over 55000 members and the vision remains to advance the learning for specialist physicians to deliver the best health care for all. The Royal College partners and collaborates to lead the evolution of specialty medical education and standards; support specialist physicians learners and teams to continuously improve; and advocate for excellence in specialty medicine by supporting innovation wellbeing equity and personcentered care. Situated on the beautiful Rideau Canal overlooking TD Place the Royal College is a national nonprofit organization established to oversee the medical education of specialists in Canada.

Reporting to the Executive Director People and Inclusion the incumbent has deliverables in the following areas:

Performance Management and Learning Systems
o Lead the design and implementation of an automated performance management system using the HRIS (UKG)
o Manage LinkedIn Learning and UKG Pro Learning to deliver tailored departmental elearning initiatives aligned with organizational priorities.

Leadership and Succession Planning
o Design and execute a leadership development program to strengthen leadership capacity and ensure alignment with organizational goals

Organizational Learning Strategy
o Implement an organizationwide employee learning strategy to support the RCs strategic objectives promote continuous improvement and address skills gap

Rewards and Recognition
o Design and manage a comprehensive Reward and Recognition Program including initiatives such as the CEO Awards peertopeer recognition systems and leadershipfocused employee awards
Employee Engagement and Feedback
o Assist organization with organizational and office action plans from a recent engagement survey
o Actively support initiatives such as Wellbeing Steering Committee to cultivate a positive and supportive work environment
Professional Development (PD) Oversight
o Manage professional development (PD) policy ensuring employees request align with organizational priorities
o Provide coaching to employees to align their professional develop goals with career growth opportunities

Equity Diversity Inclusion and Indigenous Health
o Embed EDI and Indigenous health education into learning programs to enhance an inclusive and respectful workplace
o Oversee the French language training program to enhance bilingualism
o Promote and manage the use of LinkedIn Learning emphasizing French language courses to support inclusivity and skill development.

Change Management
o Ensure PROSCI change management methodologies are applied to HR programs ensuring smooth transitions and providing effective support to leadership and employees during organizational change.
o Collaborate across RC to ensure HR programs are communicated effectively using PROSCI change management principles to enhance understanding and engagement

Does this sound like you
Level of education training and experience equivalent to a Bachelors Degree in Psychology Business Education Health Disciplines or related field.
58 years experience in the development and delivery of HR programs for both staff and leaders.
Superior training facilitation and presentation skills as well as a highly developed sense of accountability and client orientation.
Excellent communication skills both written and verbal with the ability to offer clear and concise articulation of complex initiatives.
Outstanding presentation and facilitation skills.
Interpersonal and networking skills with a proven track record of dealing with clients management colleagues and staff.
Knowledge of change management principles methodologies and tools.
Strong Asset: Attainment of or progressing towards a recognized designation such as Certified Training and Development Professional (CTDP) Certified Training Practitioner (CTP) Certified Human Resources Leader (CHRL) or equivalent designation.
Assets: Bilingualism Change Management Certification or designation International Coaching Federation (ICT) certificate.

Gestion du rendement et systmes dapprentissage :
o Diriger la conception et la mise en uvre dun systme automatis de gestion du rendement laide du systme HRIS (UKG).
o Grer LinkedIn Learning et UKG Pro Learning pour offrir des occasions dapprentissage en ligne adaptes aux priorits organisationnelles.


Leadership et planification de la relve :
o Concevoir et excuter un programme de dveloppement du leadership pour renforcer la capacit cet gard et assurer la conformit avec les objectifs organisationnels.

Stratgie dapprentissage organisationnelle :
o Mettre en uvre une stratgie dapprentissage pour le personnel lchelle de lorganisation afin dappuyer les objectifs stratgiques du Collge royal de promouvoir lamlioration continue et de combler les lacunes.

Rcompenses et reconnaissance :
o Concevoir et grer un programme complet de rcompenses et reconnaissance dont des initiatives comme le prix du directeur gnral les systmes de reconnaissance entre pairs et les prix du leadership du personnel.

Participation et rtroaction du personnel :
o Aider lorganisation laborer des plans daction organisationnels et administratifs partir dun rcent sondage sur la participation.
o Appuyer activement des initiatives comme le comit directeur sur le bientre afin de crer un milieu de travail positif et favorable.

Supervision du dveloppement professionnel :
o Grer la politique de dveloppement professionnel pour sassurer que les demandes du personnel cadrent avec les priorits organisationnelles.

Gestion du changement :
o Veiller ce que les mthodes de gestion du changement PROSCI soient appliques aux programmes de ressources humaines (RH) afin dassurer des transitions en douceur et de fournir un soutien efficace la direction et au personnel durant le changement organisationnel.
o Collaborer lchelle du Collge royal pour assurer une communication efficace des programmes de RH en utilisant les principes de gestion du changement PROSCI pour amliorer la comprhension et la participation.

Ce profil vous correspond
Formation et exprience quivalentes un baccalaurat en psychologie en administration en ducation dans une discipline de la sant ou dans un domaine connexe
De cinq huit ans dexprience en matire dlaboration et de prestation de programmes de RH (personnel et direction)
Excellentes comptences en formation en animation et en prsentation sens aigu de la responsabilit et approche clientle
Excellentes comptences en communication orale et crite et capacit de prsenter des initiatives complexes de faon claire et concise
Comptences remarquables en matire danimation et de techniques de prsentation
Entregent et comptences en rseautage exprience reconnue en matire de relations avec la clientle la direction les collgues et le personnel
Connaissance des principes mthodes et outils de gestion du changement
Atout important : Lobtention ou la progression vers lobtention dun titre reconnu p. ex. Certified Training and Development Professional (CTDP) Certified Training Practitioner (CTP) Certified Human Resources Leader (CHRL) ou dun titre quivalent
