The City of Port Coquitlam has an exciting opportunity in its Engineering & Public Works Department. Reporting to the Deputy Director of Engineering & Public Works the Manager Public Works Operations is responsible for overseeing the daily operations of the Public Works Administration and work control sections within the Engineering and Public Works department. The position will ensure delivery of Council goals and objectives establish priorities and provide guidance and technical advice by facilitating resolution to work issues and monitoring work activities to ensure the standards of the sections are maintained.

The Manager Public Works Operations participates as a key member of the Public Works management team and is responsible for the identification assessment evaluation of and recommended actions related to emerging issues changing business directions new initiatives and public works program performance measures. The Manager will also provide technical support for the Deputy Director of Engineering and Public Works and two Section Managers by conducting research and providing meaningful data analysis and reports including recommendations to enhance operational effectiveness and efficiency.

Some of the key responsibilities of this position include but are not limited to:

  • Oversees the daily operations of Public Works including; Streets Utilities Solid Waste and Fleet: plans organizes coordinates and directs the Public Works Division.
  • Formulates goals and objectives establishes priorities provides program recommendations to enhance operational effectiveness and efficiency and provides technical advice.
  • Plans assigns supervises and checks the work of staff directly and indirectly engaged in diversified construction maintenance and repair operations for roads water sewers drainage pump stations street cleaning sanitation Fleet including vehicle maintenance and repairs painting and carpentry.
  • Acts for the City in processing employee grievances arbitration hearings and other related labour relations matters.
  • Prepares estimates and budgets controls expenditures operational reports records and related material compiles data and assists the Deputy Director in the preparation of reports and presentations to various stakeholders including other departments and Council.
  • Controls staff levels interprets collective agreements processes complaints and inquiries and promotes effective public relations for the Division.
  • Hires and allocates equipment provides recommendations for purchasing City vehicles and equipment within Council policies and attends administrative and technical meetings as required.
  • Represents Public Works on various internal committees and task forces.
  • Attends Pubic Hearings Public Information Committee and Council meetings as required.
  • Performs related work as assigned.

The successful candidate for this position will have:

  • Diploma in a related discipline supplemented by technical courses related to the work and five (5) years recent related experience within a municipal setting including supervisory experience or an equivalent combination of training and experience.
  • Valid Class 5 Drivers Licence for the Province of British Columbia.
  • Experience interpreting collective agreements and working collaboratively in a unionized work environment.
  • Demonstrated written and verbal communication skills with the ability to make public presentations and prepare recommendations and reports to explain complex technical and nontechnical issues to interested parties.
  • Ability to establish and maintain effective working relationships with staff other employees contractors and the public.
  • Strong analytical interpersonal and communication skills.
  • Conflict management skills.
