Fleet at DCAS manages all NYC vehicles equipment fuel leasing and related services. The Citys fleet includes NYPD FDNY and DSNY and fifty agencies and offices in total $1 billion in expenditure and 1800 full time staff. NYC Fleet leads Mayoral initiatives in safety as part of Vision Zero and sustainability as part of NYC Clean Fleet. DCAS manages the nations largest live tracking program for vehicles at the DCAS Office of Real Time Tracking (FORT).
NYC Fleet uses fleet systems to manage acquisition repair fueling parts and auction for fleet. The Fleet Operations Analyst will assist in systems upkeep analysis and reporting for areas within fleet with a focus on fuel and parts. NYC operates over 200 general use fuel sites and an auto part operation with expenditures of over $70 million per year.
The responsibilities of this position include but are not limited to:
Review with agencies all monthly invoices for fuel card usage. Prepare yearly budget estimates for each participating agency and coordinate budget modifications. Process monthly contract approvals and payments.
Implement the compliance efforts for fuel management for both inhouse and contract fuel sites monitoring for potential misuse of fuel cards and working with agencies to investigate variances and exceptions on the system.
Work with agency customers to address all aspects of fuel services including requests for fuel cards fuel site service issues approvals for out of state fueling systems access and related issues.
Track and manage the expenditures of the citywide automotive parts contract. Work with contractor project managers and City agencies to manage the and review of the monthly invoices for parts room locations.
Review all monthly invoices for each agency contract parts room operation. Monitor parts spending and produce reports outlining program costs for each GPC run parts room. Complete OEM and AfterMarket pricing reports.
Produce fleet related reports from system and offline using Microsoft Excel (i.e. pivot tables advanced excel reports etc.)
Work with agency customers to address all aspects of parts services for inhouse and contract parts programs including contract staff issues requests for approvals for specific parts purchases special retrofit or other initiatives fleet system issues warranty management reports and related issues.
As required produce fleet reports in other areas of fleet including acquisitions safety service or sustainability.
Support of general fleet initiatives and related functions.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory fulltime professional experience in the areas described in 1 above.
associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory fulltime professional experience as described in 1 above.
4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory fulltime professional experience as described in 1 above.
5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
