Oaklands Housing & Community Development Department (HCDD) offers a unique opportunity to make a significant impact on the lives of individuals and the community. HCDD is the City of Oaklands housing agency charged with allocating federal state and local housing and community development dollars managing compliance with local housing laws and supporting the creation and preservation of affordable housing. HCDDs mission is dedicated to improving Oaklands neighborhoods and to making sure that all Oaklanders have safe and affordable housing. By joining our department you will contribute to the development and implementation of housing and community development programs that address critical needs promote affordable housing and enhance the quality of life for residents.

The Housing Development division oversees a portfolio of nearly 140 affordable multifamily housing properties with over 6000 restricted affordable housing units and a development pipeline of approximately 30 future affordable housing developments. The division provides funding via competitive Notice of Funding Availability/Request for Proposal processes and also houses a small mortgage assistance program for firsttime homebuyers.

The new Housing Preservation Services division includes the Acquisition and Conversion to Affordable Housing (ACAH) and Residential Lending programs. This division funds the acquisition and rehabilitation of unsubsidized affordable housing properties to ensure affordability for the longterm and also provides rehabilitation services to owneroccupied and rental properties with 14 units for lowincome households and seniors.

The Homeless Housing division includes the Homekey and Rapid Response to Homeless Housing (R2H2) programs. This focus on homeless housing solutions has generated over 465 units of permanent supportive housing in standalone properties and created further alignment between Oaklands response to Homeless Housing with that of the State of California.

The Asset Monitoring division is responsible for tracking and monitoring compliance and outcomes within the Citys portfolio of housing investments. Along with data this division relies on physical and records inspections of properties to ensure financial operational and physical health of the portfolio of projects to which the City has made loans.

Staff in these divisions are responsible for coordination of development efforts and ensuring compliance with terms of the Citys regulatory and loan agreements from predevelopment through construction throughout operations during the term of affordability restrictions. Staff are also responsible for reviewing applications for funding through competitive awards processes communications with tenants and/or property management and ownership and other City departments and private/public lenders.

The ideal candidate will have substantial expertise and knowledge of affordable housing funding sources and development process project management real estate negotiations affordable housing policy and/or asset monitoring experience.

Pleasenote:Thecurrentrecruitmentisintendedtobeprimarilygearedtofillone(1)positionsupportingHDSHPSandHH work. Specifically affordable housing loan and regulatory agreement negotiations and loan closing management and construction period oversight for large multifamily affordable housing developments with complex financing and regulatory restrictions. However it is anticipated that additional positions with a focus on development/project management asset management homeless housing development opportunities and broader policy may be filled from this recruitment.

  • Resourceful and adaptable: You quickly absorb new information and apply sound judgment in technical and regulatory settings.
  • Financially and contractually literate: You have experience and comfort with documents such as title reports purchase contracts settlement statements loan documents regulatory agreements and loan underwriting is highly desirable. Understanding how financial analysis ties into program guidelines is a plus.
What you will typically be responsible for:

  • Coordinating the development and implementation of housing development and emergency housing projects andprograms.
  • Drafting and negotiating complex legal documents.
  • Reviewing operating and development budgets as well as reserve requests and draw requests.
  • Navigating and resolving issues that arise in acquisition development or compliance often under timesensitive conditions.
  • Reviewing or supporting analysis of title reports purchase and sale agreements and underwriting materials to ensure alignment with program terms and funding requirements.

Minimum Requirements for Application

This recruitment will produce two eligible lists. The restricted list will be for fulltime permanent parttime or parttime City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.

This is a public contact position. The City highly encourages all bilingual candidates to apply! Some positions may require bilingual skills in Spanish Cantonese or Mandarin. Under the authority of Civil Service Rules Section 5.03 if a position requires bilingual language skills only those candidates who have indicated they are bilingual in the required language(s) will be referred. Bilingual candidates will be required to successfully pass a language proficiency test if selected for hire.

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.

Education:

Bachelors degree from an accredited college or university in architecture city planning public administration business administration or related degree is desirable.

Experience:

Two years of experience comparable to a Housing Development Coordinator III in the City of Oakland.

License or Certificate:
Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked public transportation may not be a cost effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

The Recruitment Process:


The City of Oakland works with a Civil Service system. Applicants apply online and HR staff reviews their experience education and training listed on the application against the minimum qualifications listed for each position.

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge skills and abilities in jobrelated areas.

Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

In the final review candidates may clarify information already provided on their application. No additional work history education or certifications will be accepted. Any decisions made during this review process will be final.

For this recruitment all qualified applicants will be sent a writing exercise which will then be evaluated and rated by subject matter experts. The tentative date that the writing exercise will be sent to you for completion is the week of June 9 2025.

For some recruitments more than one type of assessment may be used. Depending on the number of candidates who pass the first assessment (multiplechoice test structured interview writing exercise performance exam) you may be asked to complete a secondary assessment before the recruitment is finalized. If a secondary assessment is scheduled you will be notified by email with specific details. If a secondary assessment is not scheduled department hiring interviews will occur during this time frame.

Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points for example if you are a Veteran with an honorable discharge or if you are a current City of Oakland resident. If youre applying to a restricted posting and you are eligible as a current City employee you may also receive additional points for your City service. Extra points are only applied to passing scores so if you do not pass every element of the testing process you cannot use extra points to pass.

  • Work/Life Balance: 37.5 hour work weeks
  • 15 paid holidays
  • Vacation: 2 weeks per year minimum with the ability to accrue more depending on public sector years of service
