BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
There is an everincreasing global burden of all forms of malnutrition increased humanitarian needs and recurrence of shocks and stressors. Poor quality diets are creating a public health timebomb and undermining the economic prosperity of nations. Food systems today do not produce adequate or affordable nutritious foods that are essential for healthy diets and therefore contribute to multiple forms of malnutrition and as a result 2.8 billion people are currently unable to afford even the cheapest locally available healthy diets (SOFI 2024).
In 2024 WFP launched his new Nutrition Strategy () where the goal is to safeguard the nutrition of people in humanitarian crises and to support better access to healthy nutritious diets for those at greatest risk of malnutrition in a sustainable dignified and equitable manner. To achieve this goal WFP focuses on three pathways: 1. Actions to combat malnutrition in humanitarian crises; 2. Approaches to improve the diets of those most at risk; 3. Strengthening systems and enabling equitable access to healthy nutritious diets.
In support of the new WFP strategy WFP continue to play a strong role in addressing micronutrient deficiencies around the world through its food assistance programmes. This includes making sure that nutrient rich rations are provided when WFP distributes food and making sure that to the fullest extent possible the food WFP purchases internationally regionally and locally is appropriately fortified for the environment where it will be delivered and maximizes the nutritional impact of interventions. Further WFP plans to explore other modalities to encourage governments assistance programmes to also include fortified food and support CO capacity strengthening activities. Currently WFP is supporting 32 countries worldwide with on going fortification programs.
Rice fortification and Food fortification: Over the past 10 years WFP together with a number of partners has worked on research and implementation of fortification programs including rice fortification programs. This work originated in Asia and programs are now underway in that region as well as in the Latin America and the Caribbean Region West Africa and Southern Africa.
ACCOUNTABILITIES/RESPONSIBILITIES:
Consultant will provide support to the HQ one global team the Nutrition and Food quality service and Country Offices (COs) in the following tasks:
- Technical leadership and expertise: (30 days)
- Provide expert knowledge and guidance on food fortification practices technologies and regulations
- Support the finalisation of the BEP tool and support piloting in 2 countries of the tool to improve the tool and define process steps to achieve national roadmap
- Finalize and transition the RF costing tool to RO teams and search for opportunities to publish the tool to increase its use outside of WFP
- Conduct adhoc assessments and analyses of the prevalence and severity of dietary and biological micronutrient deficiencies to identify nutritional deficiencies and determine appropriate fortification strategies
- Program development and implementation: (30 days)
- Provide expertise into the development of fortification standards guidelines and protocols
- Provide support to landscape analysis and initial phases of fortification steps
- Develop processes and tools to maximize compliance with national regional and international regulations and standards for food fortification
- Capacity building and training: (10 days)
- Conduct training programs and workshops to build the capacity of relevant public and private stakeholders involved in food fortification
- Provide technical assistance and mentoring to key stakeholders including government officials food manufacturers and NGOs
DELIVERABLES AT THE END OF THE CONTRACT:
- Landscape analysis for East Africa Regional office (EARO) finalised and disseminated
- Support to Asia and the Pacific Regional Office (APARO) with APTER development and potential technical support
- BEP tool tested with COs revised and adjusted based on the findings
- Case Studies and related documentation of efforts to fortify rice globally;
- Support the development of the Guidance Note for Food fortification linking supply and demand
- Finalize and transition the RF costing tool to RO teams and search for opportunities to publish the tool to increase its use outside of WFP
- West African countries enabled to meet their targets under the DSM partnership;
- M&E plan for integration of fortified rice in social protection programmes in select West African countries;
- Support in developing a regional standard for fortified rice in West Africa;
- Fortified Food advocacy and communication materials.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Graduate Degree in Nutrition Food Safety and Quality Business or Science
Experience:
At least 13 years of relevant working experience at the interface of the public and private sector preferably related to food fortification
Knowledge & Skills:
Strong program management skills. Experience in capacity development especially of government counterparts and private sector on aspects related to food fortification. Collaborative spirit: able to liaise with a wide range of people at all levels and across different cultures and to act with credibility and diplomacy. Communication: able to engage with various stakeholders from different sectors and backgrounds. Strong drive selfmotivated and able to work with a high degree of autonomy. Understanding of food processing or technology packaging and distribution of fortified rice a plus. Work experience in high rice consuming countries a plus.
Languages:
English and French proficiency (B2 or higher) required
