ALAMEDA COUNTY HEALTH

The Behavioral Health Department provides mental health and substance use services for people with MediCal and without insurance and supports people along their path to wellness recovery and resilience.
The Environmental Health Department works to keep our air water and food safe; it regulates protects and promotes the health of everyone in Alameda County by enforcing environmental health codes to reduce exposure to toxins and diseases.
The Public Health Department focuses on community and populationlevel health preventing and addressing root causes of health inequity across a range of communicable and chronic diseases.

BEHAVIORAL HEALTH DEPARTMENT
As part of Alameda County Health the Behavioral Health Department supports people with MediCal and without insurance living with serious mental illness and substance use conditions along their path toward wellness recovery and resiliency. We provide services through a network of contracted mental health and substance use providers and administer the States resources and training for behavioral health providers case managers and other healthcare professionals. We advocate for our patients and families and create space for personal engagement in their care.
We are outpatient specialists for mental health services for older adults and youth substance use providers and treatment program specialists advocates for quality improvement and patients rights and psychiatric and integrated health care providers.

THE POSITION
Under general direction supervise Behavioral Health Clinicians and other behavioral health care professionals paraprofessionals and/or interns; coordinate daytoday functions and ensure appropriate staff coverage; provide psychiatric clinical and case management services; and perform other duties as assigned.
DISTINGUISHING FEATURES
This classification is located in Behavioral Health Care Services which provides alcohol and other drugs and mental health services through county staff private providers and communitybased organizations. This is the firstline supervisory level in the Behavioral Health Clinician series. Behavioral Health Clinical Supervisors provide daytoday supervision including the coordination and delegation of work/assignments staff coverage and performance evaluations. Behavioral Health Clinical Supervisors are responsible for the daytoday supervision of a behavioral health care team of clinicians. Incumbents in this position may assist the Behavioral Health Clinical Manager in administrative functions.
The Behavioral Health Clinical Supervisor is distinguished from the lowerlevel class of Behavioral Health Clinician II in that the latter does not have supervisory responsibilities. It is further distinguished from the next higher class of Behavioral Health Clinical Manager in that the latter may supervise a Behavioral Health Clinical Supervisor and has overall responsibility for program planning development and evaluation program reporting and statistics and program outcome monitoring. The Behavioral Health Clinical Manager manages a clinic/program which includes 8 or more paraprofessional and professional level staff.

THE IDEAL CANDIDATE
In addition to meeting the established minimum qualifications the ideal candidate for the Benefits Accountant will possess the following critical attributes:
Be current with theories principles and practices for services to clients with serious behavioral health care symptoms and diagnosis;
Know and be experienced in principles and practices of effective culturallysensitive supervision work planning evaluation training and community behavioral health care consultation;
Know applicable federal state and local laws rules and regulations;
Analyze evaluate and make sound decisions;
Prepare clear accurate and effective reports correspondence and other written materials;
Demonstrate interpersonal sensitivity and work with a diverse population;
Establish and maintain effective work relationships.
EITHER I
Experience:
The equivalent of one (1) year of experience in the class of Behavioral Health Clinician II in the Alameda County classified service.
OR II
Experience:
The equivalent of two (2) years of postlicense experience as a behavioral health/mental health clinician providing clinical and/or case management services. (Note: Previous experience involving lead or supervisory responsibility is desirable.)
AND
Education:
Possession of a masters degree from an accredited school in social work marriage and family therapy psychology counseling nursing or related field.
License/Certification:
Possession of a valid clinical license from one (1) of the applicable licensing authority: California Board of Behavioral Sciences California Board of Psychology or California Board of Nursing.
Some positions in this class require a valid California Motor Vehicle Operators license. Applicants must possess such license prior to appointment to such positions.

NOTE:The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.
Ability to:
The examination will consist of the following steps:
1) A review of candidates applications to verify possession of minimumrequirements. Those candidates who possess the minimum requirements for theclassification will move on to the next step in the examination process.
2) A review of candidates Supplemental Questionnaires to select the bestqualified applicants. Those candidates selected as best qualified will move onto the next step in the examination process.
3) An oral interview examination which will be weighted as 100% of thecandidates final examination score. The oral interview examination may containsituational exercises. OR 3) Those candidates who have passed the SupplementalQuestionnaire screening for the class will be placed on the eligible list basedon an evaluation of education training and expertise.
CANDIDATES MUST ATTAIN A QUALIFYING RATING ON EACHPORTION OF THIS EXAMINATION.
