The Human Mobility Hub(HMH) Finance Manager is a selfstarting proactive creative and independent individual with a good eye to detail. The successful candidate will have strong technical expertise and experience in financial management within the humanitarian sector.
Experience working with local partners on capacity sharing and financial management is highly preferred for this position coupled with strong coordination communication and expertise in crossfunctional management environments. Startup operations and experience with localization efforts is a plus..
To excel in this role you must have excellent interpersonal skills and teamwork abilities.
What you will do
The purpose of the Finance Manager is to be responsible that the financial set up is according to NRC standards and to support project implementation.
The role holder will contribute to achieving quality programming by leading effective finance management processes for HMH. The Finance Manager is accountable to ensure financial compliance of the HMH portfolio and will lead the development of high quality and timely budgets as well as budget analysis and projections.
This position will;
- Ensure that the HMH set up adheres to the Financial Handbook NRC policies donor and auditor requirements.
- Implement NRCs financial systems routines and procedures.
- Maintain overall budget control and monitor cash flows. Update Master Budget on a regular basis to ensure funding needs are up to date as well as to ensure adequate donor funding coverage.
- Develop and provide guidance onfinancial standard requirements for local partners and provide capacitysharing to local partners on all issues related to finance including but not limited to budgeting financial compliance and financial reporting.
- Provide timely accurate and complete financial reporting and analysis that can be used for further improvement of service delivery and support informed decision making by HMH management.
- Manage consolidation of financial proposals and final reports across different areas of HMH operations and provide regular analysis and reports to donors and management teams.
- Manage internal and external financial risks highlight & resolve relevant issues with HMH management.
- Line management responsibilities for directly reporting staff and/or consultants including performance management and staff development ensuring clear objectives aligned to NRC and HMH strategy and priorities.
- Train and ensure that HMH staff are aware of finance procedures and donor regulations related to Finance.
- Implement anticorruption policy.
What you will bring
- Minimum 3 years of experience from working as a senior Finance Manager in a humanitarian/recovery and volatile contexts.
- Experience in master budget development including assessing and monitoring costs and resource allocation needs.
- Able to demonstrate experience of working with partners on financial management with experience in capacitysharing for local partners.
- Experience with startup operations and/or localisation initiatives.
- Significant experience in managing coordination and communication across several areas of operation and with multiple local partners working in complex environments alongside excellent interpersonal abilities.
- Expertise in crossfunctional management environments coupled with exceptional teamwork abilities.
- Solid knowledge of computer software and modern accounting systems.
- Ability to work under pressure independently and with limited supervision.
- Previous experience of working with local partners in North Africa is an added advantage
- Fluency in English both written and verbal. Fluency in Arabic is required for this position.

What we offer
- Duty station: Amman Jordan or hosted within MENA Region Countries of Operation (Yemen Syria Jordan Iraq Palestine Lebanon Tunis/Libya).
- Contract: 1 year renewable subject to funding and satisfactory performance.
- Travel: 5% travel to HMH operational areas
- Salary/benefits: Grade 9 on NRCs national/international salary scales with accompanying terms and conditions.
