The County of YoloHuman Resources (HR) Departmentis recruiting for motivated and experienced human resources professionals to fill two (2) fulltime positions in the class of Senior Personnel Analyst. One position will function in a full HR generalist capacity while the other position will serve as the Leaves Management Coordinator.

About the Positions

The Senior Personnel Analyst is the advanced journey level in the professional Personnel Analyst series. Incumbents exercise high degreeof independent judgement in daytoday assignments and are assigned comprehensive analyses studies countywide programs and special projects that typically involve extensive advance planning and scheduling. The Senior Personnel Analyst position working in the generalist capacity will support workforce development and training employee and labor relations investigations HRIS (including position control) recruitment and selection classification and compensation performance management and progressive discipline. This position reporting to a Human Resources Manager or higherlevel personnel will provide expert advice and guidance to County departments staff and other Human Resources business partners. The Leaves Management Coordinatorposition reports to the Risk Manager/Safety Officer and will function as the subject matter expert on Countys Leaves Workers Compensation ReturntoWork Americans with Disabilities Act (ADA) and wage replacement programs. This position will address and advise county staff on leave administration cases and ensure countywide consistency as well as compliance with federal and state laws including Family Medical Leave Act (FMLA) California Family Rights Act (CFRA) Pregnancy Disability Leave (PDL) Fair Employment and Housing Act (FEHA) Americans with Disabilities Act (ADA) workers compensation State Disability Insurance (SDI) Paid Family Leave (PFL) and temporary disability programs while carefully managing how leaves related programs impact employee health benefits and payroll. The ideal candidate:
  • Is committed to employee wellbeing and supportive of a healthy inclusive and legally compliant workplace.
  • Is experienced and comfortable coordinating a leaves management and returntowork program for an organization of approximately 1800 employees.
  • Has thorough understanding of how leave laws and wage replacement programs intersect during complex leaves including maternity and parental leaves.
  • Is able to lead County efforts to update and enhance our leaves policies and procedures and assist in ensuring appropriate staff training on leaves management.
  • Is a positive customer focused selfdirected employee who enjoys working closely with a variety of stakeholders including employees to meet the needs of the organization.
  • Is knowledgeable with applicable regulations laws and job protections such as but not limited to the disability insurance FMLA CFRA ADA PDL PFL CalPERS Disability Retirement.
  • Is able to interpret and analyze a wide range of resources including personnel rules Memoranda of Understanding (MOUs) and applicable laws to develop clear informed recommendations that support both employee needs and organizational compliance.

Dutiesspecific to the Leaves Management Coordinator positionmay include but are not limited to the following:
  • Serves as the technical expert in the Human Resources Department on employee leaves and leave related benefits administration in a customer serviceoriented work environment.
  • Tracks status of employees on short and longterm leaves informs employees when benefits will be exhausted and/or leave is due to expire.
  • Coordinates and participates in disability interactive processes; provides input to departmental supervisors and/or Human Resources staff in approving an employee returning to work; and determines appropriate reasonable accommodations.
  • Creates and maintains documentation for the County in connection with leaves disability interactive processes fitness for duty examinations and other employee related illness or injury issues.
  • Identifies potential employee leave and related benefits concerns; coordinates with other staff to ensure resolution in a timely manner.
  • Ensures all leave of absence information is current and accurately maintained in files and/or electronic formats; ensures confidentiality and compliance with relevant laws such as Health Insurance Portability and Accountability Act (HIPAA).
  • Assists management in developing and implementing new operational procedures to accommodate legislative changes; develops and monitors operational procedures to enhance workflow and program effectiveness.

Employment Standards

Education:Equivalent to graduation from college with major course work in personnel administration public or business administration psychology sociology or closely related area; AND
Experience:Three (3) years of progressively responsible experience in personnel work involving recruitment examination classification risk management collective bargaining classification and salary administration.

Substitution:Additional years of qualifying experience may substitute for the required education on a yearforyear basis.

License
Some positions in this classification may require incumbents to possess and maintain a valid California drivers license Class C or higher to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.

  1. A written statement from a U.S accredited university or college that states that the applicant is qualified for entrance to a program of graduate studies for which a degree in a related field is required.
  2. An evaluation of the applicants degree and coursework equivalency by a private organization that provides foreign credential evaluation services. The evaluation must include a comparison of comparable U.S. courses for content credit and grade.
