ABOUT GUNDITJMARA ABORIGINAL COOPERATIVE
Incorporated in 1982 Gunditjmara Aboriginal Cooperative is an Aboriginal Community Controlled Organisation (ACCO) that provides a range of holistic community health and social support programs principally to the Aboriginal community and other residents in Warrnambool and outlying areas.
We work in close partnership with local government other health service providers including other Aboriginal Community Controlled Organisations in the Western District of Victoria liaising regularly on the provision of health service and social welfare and community support programs.

ORGANISATIONAL CONTEXT
The Independent Living Team provides home and social support services to our local community. This includes Elders people with a disability those experiencing shortterm adversity and their carers.
Wata Takoort Group (GAC Group Social Support Program) provides opportunities for social interaction physical activity outings and participation in a range of other activities to maintain or improve the clients connection to community culture and their independence.
All services are culturally appropriate and delivered safely within strict guidelines of OH&S and in line with the Aged Care Quality Standards NDIS Practice Standards and the Wellness and Reablement Model.
PRIMARY OBJECTIVES OF THE POSITION
Coordinate manage and evaluate the Independent Living program to ensure growth and prosperity of the team.
This position is a member of the Senior Leadership Team.
The Independent Living portfolio includes:
Home Care services including Domestic Assistance Home Maintenance and Social Support
Wata Takoort group program

DUTIES & RESPONSIBILITIES
Management & Leadership
Provide operational leadership and oversight of individual programs within Independent Living Team Services ensuring effective and culturally safe practices
Ensure all programs are appropriately planned promoted and delivered in an integrated culturally safe environment and aligned with best practice models
Ensure reporting auditing and accreditation for Independent Living contracts are undertaken and tasks are completed as required
Promote a transparent performanceoriented culture which encourages employee engagement and personal accountability.
Provide leadership and support to Independent Living Team Leader to meet all duties and responsibilities
Identify gaps in programs and develop strategies for improvement.
Monitor an Independent Living business plan and GAC Disability Project Plan aligned with the organisations strategic plan including a focus on service delivery and service growth and expansion.
Align individual staff workplans with the team business plan.
Provide monthly supervision and annual performance appraisals to Independent Living Team Leader and other team members as required
Participate in ongoing supervision and annual performance appraisals with the General Manager Health.
Contribute to facilitating a consumer and community engagement strategy.
Lead employees within the Independent Living Team including:
Delegate tasks and accountabilities
Establish work schedules
Monitor and review individual and team performance
Implement effective reporting processes.
Recognising and working to breakdown barriers for our First Nations communities including lack of culturally safe care the complex systems ongoing trauma and social and economic disadvantages
Management and inclusion on After Hours On Call Roster
Oversee Fairy Street Site including OH&S Risk Management Security and Maintenance to ensure a sae and healthy workplace for the Independent Living team
Support General Manager Health and Health team as needed
External Relationships
Develop and maintain effective relationships with funding bodies and ongoing sustainable partnerships with external stakeholders.
Advocate on behalf of the community with external stakeholders in developing culturally safe organisations that promote reconciliation.
Build capacity of community members with a disability so that they can attend community events and groups on a regular basis and remain living independently and safely at home.
Provide leadership at a regional level to promote and develop partnerships with stakeholders and agencies to enhance services to the community.
Financial Management
Monitor all Independent Living Team budgets and program funded targets to ensure financial compliance
Report on any budget issues during monthly reporting
Prepare and produce Independent Living Team invoices for subcontracted services completed
Accreditation and Compliance
Ensure compliance with Aged Care standard accreditation and Aged Care Reforms
Lead the GAC NDIS Provider registration process supporting NDIS business growth service development and provision with a focus on providing positive experiences for NDIS participants
Lead the GAC Home Care Packages Provider application business plan development and establishment of program
Identify and lead GAC applications for further Aged Care and Disability projects
Risk Management
In conjunction with the Independent Living and Primary Healthcare teams ensure all risk is identified within the Independent Living Team Services and that management principles are exercised
Incidents of high or material risk are reported to the General Manager Primary Healthcare and other appropriate staff members as applicable
Work with program staff and other areas of Gunditjmara to develop and implement risk minimisation practices.
Human Resources
Work with the Independent Living Team Leader and Manager People and Culture to plan and oversee human resources and recruitment within the Independent Living Team to increase participation in the Independent Living Team services by the Gunditjmara Aboriginal and/or Torres Strait Islander community
Management Skills
This is a supervisory role which requires skills in:
Managing time
Setting priorities
Planning and organising their own work and the work of the employees under their control and direction
Specific and set objectives are to be achieved in the most efficient and costeffective manner within a set timetable with available resources
Understanding of human resources policies and procedures applicable to the work performed and of the employees being supervised
