Description

The Second Judicial District is accepting applications for a Court Operations Manager position in the Criminal Division. This is a highly responsible position that involves the direct supervision of subordinate staff as well as the direction of the Criminal Division Court Support Unit responsible for supporting work in court including courtroom operations case flow management and calendar planning. A successful candidate will have excellent communication skills the ability to manage fastpaced highvolume caseloads in a large metro area and strong ability to prioritize and manage changing workload. This position also requires the ability to make sound independent judgement and decisions and to interact with diverse populations including judges stakeholders attorneys case parties and the general public.

The position is located in the Second Judicial District Courthouse 15 W Kellogg Blvd St. Paul MN 55102. Work is performed under the general supervision of the Criminal Division Administrator.


This position is primarily onsite at the Kellogg Courthouse with the potential for remote work opportunities depending on business needs. A reliable internet connection will be required if working remotely. Onsite work may be required at any of the Courthouse locations within Ramsey County including the Maplewood Courthouse and Law Enforcement Center. Travel between multiple locations during the day may be required.

Responsibilities

  • The following are examples of major job duties expected of this position.
  • Directly supervises through subordinate staff courtroom and case flow operations in a highvolume division of a large metro court.
  • Directs supervises and coordinates the work of subordinate staff of the unit.
  • Directs the workflow of the division to ensure that work is processed timely accurately and consistently according to established procedures. Ensure that work is evenly distributed and workload is appropriately prioritized.
  • Performance management: including hiring development coaching and discipline of direct reports and through subordinates for unit staff.
  • Participates in strategic planning for the department and implements plans where appropriate.
  • Collaborates with management team to develop recommends and implements new policies and procedures to comply with current statutes and regulations as they pertain to the division; and simplify work processes so that the division operates more efficiently.
  • Interprets statutes rules orders and Judicial Branch policies/processes and provides recommendations on procedural questions to attorneys judges subordinates and the general public.
  • Complete report management for daily operations and quality assurance needs; including preparation of statistical reports. Reviews case flow management reports case exception and backlog reports and implements corrective actions.
  • Serves as liaison between the court Bar State and County stakeholders frequent users of the court and the public relative to the scheduling of cases access to records and explanation of administrative procedures.
  • Representative on workgroups committees and projects.
  • Project Management: including developing project outlines timelines communication plan pilot studies risk management and implementation of plans; coordinate project teams.

Minimum Qualifications

  • Bachelors degree in Public Administration Business/Operations Management Criminal Justice or related field or equivalent experience.
  • Three years experience in the legal field;
  • Two or more years supervisory or leadership role providing work direction and performance management to staff.

Knowledge Skills and Abilities

  • Knowledge of effective supervisory and management techniques employee development and performance management.
  • Ability to make work decisions in accordance with law rules and departmental policies and procedures.
  • Knowledge of court procedures and policies legal documents laws and legal factors pertaining to the area of assignment.
  • Ability to read and interpret legal documents and procedures of varying type and complexity.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability and willingness to work in a highvolume detailed and fastpaced work environment including exceptional organization problemsolving and prioritization skills.
  • Ability to effectively implement troubleshoot and utilize new technology.
  • Ability to establish and maintain effective working relationships with others both within the Judicial Branch and with external partners.
  • Knowledge in developing and implementing best practices to optimize workflows and improve efficiencies.
  • Knowledge of change management practices and ability to lead others through organizational and process changes.

Preferred Qualifications

  • Masters degree or completion of the Certified Court Manager Program.
  • Experience in the criminal justice field.
  • Knowledge of the Minnesota Court Information System (MNCIS).

Working Conditions
Work is performed primarily in an office setting or courtroom. Work involves contact with persons who may be angry abusive or threatening.

Physical Demands
Work is essentially sedentary with occasional walking standing bending and carrying items up to 25 pounds. Some assignments may require periods of extended sitting standing or computer use.

Salary
The expected starting salary range is $39.68 $50.60 per hour ($82851$105652 annually). The full salary range for this position is $39.68$61.52 per hour ($82851$128453 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of Minnesota employee benefits.
