Job Description

Position Title:

Executive Director of Leadership & CCMR

SUMMARY:

Assist in developing educational leadership of school administrative teams and ensure fidelity to the Donna ISD Strategic Plan and district curriculum. Provides coaching and support in the areas of instructional leadership curriculum and instruction and managing the school environment. Develops oversees and manages daytoday operations of college career and military readiness programs and services for the District.

QUALIFICATION:

EDUCATION AND/OR EXPERIENCE:

Masters degree in educational administration

Three years experience as a classroom teacher

Three (3) years successful experience as a principal in a school district/ or executive level instructional leadership experience in leading and monitoring district and/ or campus improvement.

CERTIFICATES LICENSES REGISTRATIONS:

Valid Texas teaching certificate

Valid midmanagement/ principal certificate or its equivalent

TTESS and TPESS certificate

OTHER SKILLS AND ABILITIES:

  • Knowledge of Principles of adult learning and coaching
  • Skill at utilizing collaborative problem solving strategies
  • Knowledge of planning for continuous improvement in student achievement levels
  • Knowledge of guidelines and regulations for the administration of federal and state funded programs.
  • Ability to manage budget and personnel.
  • Strong communication public relations and interpersonal skills.
  • Ability to establish and maintain effective working relationships with students staff and the school community.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Instructional Management

  1. Assist principals and district level administrators in the development of instructional leadership skills by providing professional development training and coaching.
  2. Diagnose campus instructional needs and help campuses focus on quality planning and implementation to address such needs.
  3. Problemsolve with school principals in areas that have been identified as impeding continuous student achievement.
  4. Insure full implementation of instructional programs in support of the basic curriculum to include services to subpopulations of students.
  5. Develop a structure to review the teaching/learning process that incorporates a developmental classroom visits data collection debriefing cycle of and reflection.
  6. Build trusting relationships that promote a coherent aligned effort at school improvement.
  7. Ensure all school planning is aligned to Boards Student Outcomes and their progress measures.
  8. Provide organizational leadership to assigned departments as directed by the superintendent.
  9. Ensure that district goals and objectives are developed using collaborative processes and problemsolving techniques.
  10. Prepare reports and assist in evaluating the effectiveness of school programs.

School or Organization Morale

  1. Provide leadership for positive conflict resolution for schools parents student and staff.
  2. Demonstrate skill in anticipating managing and resolving conflict.
  3. Provide for two way communication with district personnel.

School or Organization Improvement

  1. Assist in the periodic evaluations of instructional programs and operations to determine improvements need to reach goals of district and campus improvement plans.
  2. Use a collaborative decisionmaking and problemsolving process when appropriate.
  3. Promote goaloriented performance and support the achievement of campus performance objectives.

Personnel Management

  1. Promote a positive work environment that fosters high staff morale and excellence in the district.
  2. Assist in the direction and supervision of the staff evaluation program.
  3. Serve as liaison between the superintendent and staff.
  4. Support all professional development activities.

Management of Fiscal Administrative and Facilities Functions

  1. Be informed of developments in state federal and local laws and changes in public policy affecting education.
  2. Assist in the development of administrative procedures and regulations to manage school operations and implement policies adopted by the board.
  3. Accurately prepare and submit in a timely manner all reports required by the superintendent the Texas Education Agency and other federal and state agencies.
  4. Prepare and submit annual proposed department budget.
  5. Ensure that funds are spent in accordance with the approved budget and managed effectively.
  6. Ensure compliance with all applicable state and federal requirements.

Student Management

  1. Collaborate with principals and district level administrators to support the creation of a favorable educational environment through the supervision and improvement of the teaching/learning process.
  2. Work with the superintendent staff and community to plan and implement support services for students.

School or Community Relations

  1. Assist in the development and implementation of effective communication between schools and community.
  2. Represent the district in activities involving other school systems institutions agencies and professional or community groups.

Professional Growth and Development

professional development through reading attending conferences and involvement with related agencies or organizations.

Board Relations

  1. Assist the superintendent and board in identifying individual and team training needs and in arranging training opportunities.
  2. Assist in the preparation of board agendas and meeting materials in cooperation with the superintendent.
  3. Attend and participate in board meetings as requested by the superintendent.
  4. Keep the superintendent continuously informed on issues needs and operations of the district.
  5. Assist in the recommendation of policies to the board for adoption and assist in the implementation of adopted policies.
  6. Exercise discretion and judgment in matters not covered by board policy.
  7. Interpret board policies to the staff and community and implement them accordingly.

Other

  1. Maintain confidentiality.
  2. Participate in meetings and special events as assigned.
  3. Exercise professional judgment in absences; be punctual to work meetings and appointments.
  4. Perform other duties as assigned by the immediate supervisor.

SUPERVISORY RESPONSIBILITIES:

Supervise and evaluate the performance of all assigned personnel.

LANGUAGE SKILLS:

Ability to read analyze and interpret common scientific and technical journals financial reports and legal documents.

Ability to respond to common inquiries from administrators regulatory agencies or members of the community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to administrators the board of education staff students parents and the general public.

MATHEMATICAL SKILLS:

Ability to work with mathematical concepts such as algebra and geometry. Ability to apply concepts such as fractions percentages ratios and proportions to practical solutions.

REASONING ABILITY:

Ability to define problems collect data establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

PHYSICAL DEMANDS:

Frequent prolonged and irregular hours; frequent districtwide and occasional state or national travel.

Maintain emotional control under stress; coordinate multiple and complex projects; meet deadlines.

Occasional absences are understood but regular attendance is required.

While performing the duties of this job the employee is frequently required to sit walk stand and talk or hear. Specific vision abilities required by this job include close vision distance vision depth perception and the ability to adjust focus.

Frequent driving is required to meet the demands of this job. The employee must meet deadlines with severe time constraints interacting with the public and other workers. This position requires the employee to work irregular or extended hours; ensure direct responsibility for the safety wellbeing or work output of other people; and to meet multiple demands from several people at the same time.

WORK ENVIRONMENT:

The employee regularly works indoors. The noise level in this position varies. When visiting a building the noise level will be loud; in the office quiet; and at meetings moderate.
