Funding Unit is part of OH Sector Capacity and Performance Portfolio (SCP). SCP has a mandate of enabling the Ontario healthcare system to provide highquality equitable care and Funding Unit contributes to this mandate by development and implementation of funding policy and innovative funding models aimed at leveraging funding to align with overall program goals and to drive value and performance in the system. Funding Unit is represented by three teams Modelling and Development Funding Operations and Case Costing. Each of these teams is led by a Manager.
Reporting to the Manager of Funding Operations the Program Lead will support the Manager by leading the creation and implementation of funding policy and tools to support provincial program(s) or funding initiatives such as Quality Based Procedures (QBP) and hospital benchmarking.
Here is what you will be doing:
The Program Lead will oversee and support the team in the development of analysis and reporting content to respond to Ontario Healths needs on provincial program(s) or funding initiatives emerging provincial issues high priority initiatives and corporate strategy and planning. The Program Lead is responsible for:
Planning designing and overseeing the execution of funding projects/programs
Overseeing reporting in response to strategic decisionmaking needs
Providing guidance to the team on refreshing updating and continuously refining indicators and reports
Leading the development of analytic methodologies data models and work plans
Developing collaborative relationships with a diverse set of project stakeholders (including the Funding Units Modelling and Development and Case Costing teams OHs Contract & Funding Management team various clinical teams and business units across OH OH Regions Ministry of Health Ministry of Longterm Care partner hospitals and other external stakeholders)
Leading the development of data collection tools and reports in order to support the achievement of objectives
Creating and deliver presentations explaining funding policy or proposals and tailor these to various different decisionmakers
Guiding the team on the most appropriate data elements datasets and analytic methods required to solve problems of strategic interest
Providing interpretation and proposing conclusions based on reports and analyses to support strategic decision making
Here is what you will need to be successful:
Working in a fastpaced environment with multiple and changing priorities the Program Lead will be supporting the Manager in the planning coordination of and delivery of multiple complex funding projects based on high quality standards and within specified timelines. This will be accomplished by:
Providing leadership subject matter expertise and support to the Senior Analysts and Analysts responsible for operationalizing and supporting the development of funding models and policy across various areas.
Being accountable for the accuracy and data quality of reports produced by Senior Analysts and Analysts
Partnering and sharing information with Clinical Programs OH Regions hospitals the Ministry of Health Ministry of LongTerm Care and other external stakeholders.
Coaching analysts to ensure that continuous quality improvement initiatives are incorporated into daytoday activities
Playing a lead role in the development and implementation of funding reports for OH managed funding
Overseeing the creation of operational reports and quarterly funding forecasts and calculations for financial reporting to Ministry (in partnership with OH Finance)
Supervising the preparation of yearend Settlements to align with Ministry directives
Partnering with Clinical Programs and OH Regions to manage allocations determine appropriate review processes and ensure consistency in funding policy application
Overseeing the preparation of Funding Schedules and Funding Workbooks to support Contract Funding & Managements Funding Agreements
Providing expertise and support to Clinical Programs for Annual Business Planning
Serving as subject matter expert to OH business units clinical teams and external partners regarding operational funding policy
Enhancing and maintaining knowledge of the healthcare funding programs policies and models in Ontario (QBPs GEM Priority Programs Community sector etc.)
Proactively identifying and implementing ongoing quality improvement opportunities in the program by participating in evaluation activities and identification of areas for further improvement in planning approaches and methodologies
Lead knowledge transfer of products processes and methods to other Ontario Health program areas and external partners where required
Performing crossfunctional and/or other duties consistent with the job classification as assigned or requested
Education and Experience
A Bachelors degree in Business Administration Health Economics Health Administration or equivalent is required or equivalent healthcare related experience a Masters degree is an asset
Minimum of 7 10years of experience including three or more recent years focused on a role with similar levels of responsibility or equivalent related experience
Knowledge and Skills
Demonstrated ability to lead formally or informally teams to deliver effective services in a clientfocused model.
Prior knowledge of Ontarios Health System with direct experience in program delivery costing and/or funding areas resulting in an indepth understanding of interdependencies in main areas of funding (especially in the areas of hospitals and community services)
Advanced Proficiency in MS Office applications (Excel PowerPoint Word) is required
Proficiency in statistical analysis software (e.g. SAS Stata R) relational database management (SQL) is an asset
Knowledge of existing Ontario healthcare datasets and standards
Demonstrates exceptional tactical and critical strategic thinking including understanding of how the overall OH and portfolio strategy and direction impacts various funding initiatives
Detailoriented with superior organizational skills and demonstrated ability to manage multiple complex projects with competing priorities
Flexibility and ability to work in a fastpaced environment is crucial
Excellent critical analytical thinking problemsolving and decisionmaking skills
Excellent oral skills including demonstrated executive level competency to create and deliver effective presentations and manage dialogue/debate at meetings
Excellent writing skills including the ability to prepare proposals briefings technical reports and presentations
Excellent interpersonal skills to effectively engage and solicit support from a broad and diverse set of stakeholders in the delivery of the Funding Units activities
Teamoriented and dedicated to promoting team development a positive work culture and organizational health
Proven ability to develop relationships with key stakeholders to establish trust credibility and respect
Collaborative style with the ability to work in a multidisciplinary team environment
