SPAs AUKUS Portfolio provides timely objective analytic assessments that integrate technical operational programmatic policy and business analysis to NAVSEAs AUKUS Integration and Acquisition (I&A) Program Office and associated partner organizations. Analysts and Engineers supporting AUKUS will continue SPAs decades of support to the undersea force and assist in developing a trilateral submarine force for the future. This is a highprofile major international program of significant importance to the future of the U.S. Navy and its partners in an era of renewed strategic competition.

Responsibilities

Responsibilities

Supports the efforts and actions of the Case Manager/Program Managers/Team Lead for various Foreign Military Sales (FMS) programs for the Direct Reporting Program Manager AUKUS Integration and Acquisition (DRPM AUKUS I&A). With other members of the Security Cooperation team and under direction of the Case Manager/Program Manager/Team Lead assists the Case Manager in analyzing and managing all aspects of FMS casework in accordance with the Arms Export Control Act the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance including:

  • Support program efforts associated with Foreign Military Sales cases including planning programming implementation execution reconciliation and closure.
  • Develop Price and Availability (P&A) and Letter of Offer and Acceptance (LOA) packages in the Defense Security Assistance Management System (DSAMS).
  • Complete NAV2061 markups to document financial reconciliation in support of AUKUS FMS case Revisions Modifications and Amendments.
  • Generate FMS case timelines and supporting acquisition strategies for the procurement of defense articles and services to advance AUKUS Pillar 1 objectives.
  • Maintain FMS case files in accordance with the DoD Financial Management Regulation (FMR) 700014.R Volume 15 Chapter 6.
  • Perform case management support including analysis tracking and responding to requests from foreign governments.
  • Develop correspondence to foreign partners in accordance with the Navy Correspondence Manual SECNAV M5216.5.
  • Support the risk management process including risk identification risk analysis risk mitigation planning mitigation plan implementation and risk tracking.
  • Provide financial and logistical support in administering and overseeing the cradletograve execution of FMS cases.
  • Research and analyze LOAs and determine the logistical contract awards financial supply and shipment status through the U.S. Navys supply systems.
  • Prepare Obligational Authority worksheets for case implementation for funds distribution to appropriate performing activities.
  • Determine the status of supply actions procurement information substitutions requisition delay for a specific reason rejection of requisition for a specified cause changes in stock number changes in unit of issue and/or quantity referral of requisition to another DoD supply source delay in delivery acknowledgement of cancellation requests shipment status and financial status.
  • Prepare Annual Case Reviews (ACRs) via the Case Execution and Performance Tool (CEPT).
  • Provide administrative and logistics support for the planning and execution of FMS Program Management Reviews (PMRs) Case Reconciliation Reviews (CRRs) and Financial Management Reviews (FMRs).
  • Develop presentations and meeting minutes in support of the Case Managers participation in PMRs CRRs FMRs and engagements with other external organizations.
  • Capture and proactively maintain the status of program action items.
  • Develop 36(b) Congressional Notification (CN) packages for FMS case actions that exceed CN thresholds per the SAMM Table C5.T13.
  • Provide inputs to deliverables for flag and Senior Executive Service (SES)Level audiences.

Qualifications

Required Qualifications:

  • Minimum of 3 years experience in Foreign Military Sales (FMS) case management or support within Major Defense Acquisition Programs.
  • Demonstrated expertise in developing Letters of Offer and Acceptance (LOAs) Price and Availability (P&As) Case Modifications and Case Amendments utilizing the Defense Security Assistance Management System (DSAMS).
  • Firsthand experience with the development of an LOA that includes:
    • Development of Cost Estimates: Create Rough Order of Magnitude (ROM) cost estimates for defense articles training support and services.
    • Coordinate with Stakeholders: Collaborate with the Defense Security Cooperation Agency (DSCA) implementing agencies and other entities to refine and ensure the accuracy of cost estimates.
    • Draft the LOA: Based on the review of the foreign partners Letter of Request (LOR) and cost estimates draft detailed LOAs that include:
      • Scope of Work: Detailed description of defense articles services and training to be provided.
      • Cost Breakdown: Comprehensive cost breakdown including all relevant fees.
      • Terms and Conditions: Specific terms payment schedules delivery timelines and compliance requirements.
    • EndUse Monitoring: Provisions for enduse monitoring and compliance with U.S. laws and regulations.
  • Current DoD security clearance at least at the Secret level.

Desired Qualifications:

  • Bachelor of Science (BS) or Bachelor of Arts (BA) in Business Management or a relevant technical field.
  • Handson experience with key systems including:
  • Defense Security Assistance Management System (DSAMS)
  • Case Development Automation Tool (CDAT)
  • Management Information Systems for International Logistics (MISIL)
  • Security Cooperation Information Portal (SCIP)
  • Defense Integrated Financial Systems (DIFS)
  • Case Execution Performance Tool (CEPT)
  • Background in program management technical or business analysis; specifically in weapon systems acquisition and life cycle management.
  • Proficiency in Adobe Acrobat Pro and Microsoft Office tools (Word Excel and PowerPoint) for effective communication with decisionmakers.
