Job Description

The Alabama Department of Corrections (ADOC) is actively recruiting an experienced and dedicated professional to serve as Deputy Commissioner of Womens Services.

The Deputy Commissioner of Womens Services is responsible for providing executive leadership and strategic oversight of all correctional operations programs and services for the female inmate population within the Alabama Department of Corrections. This role ensures the effective management of staff facilities and resources to promote safety security and genderresponsive practices in compliance with state and federal regulations. The Deputy Commissioner will lead the development and implementation of policies initiatives and rehabilitative programs tailored to the unique needs of women in custody with a focus on traumainformed care reentry preparation family reunification and reducing recidivism. This position plays a critical role in shaping the Departments longterm vision for womens correctional services.

Key Responsibilities:

Executive Leadership & Strategic Oversight:

  • Provide executivelevel leadership over all ADOC facilities and operations housing female inmates.
  • Ensure the consistent and effective implementation of correctional strategies policies and reforms aligned with the Departments mission and public safety objectives.
  • Oversee budget planning resource allocation and fiscal accountability for womens correctional operations.
  • Lead supervise and support institutional wardens program directors and operational staff across womens facilities.

GenderResponsive Correctional Services:

  • Develop and implement evidencebased genderresponsive policies programs and services that address the unique needs of incarcerated women.
  • Promote traumainformed care family reunification parenting support and mental and physical wellness for female inmates.
  • Ensure that facility design housing classification and discipline systems align with best practices in womens corrections.

Health & Behavioral Health Collaboration:

  • Collaborate with the Deputy Commissioner of Health Services and behavioral health leaders to ensure that women in custody receive timely and appropriate medical and mental health care.
  • Support the development of integrated care models that address histories of trauma substance use and cooccurring disorders common among the female population.
  • Participate in strategic health planning including response protocols for medical emergencies or public health crises.

Programmatic Development & Rehabilitation:

  • Work with the Deputy Commissioner of Programs to expand rehabilitative educational vocational and reentry programs tailored to the female population.
  • Monitor the quality accessibility and effectiveness of programming to promote successful reentry and reduce recidivism.
  • Support efforts to engage community partners volunteers and reentry service providers specific to womens needs.

Facility Security & Classification Oversight:

  • Provide oversight of security operations classification and inmate placement across womens facilities to ensure safety and order.
  • Ensure compliance with safety protocols conduct regular reviews of security practices and implement improvements as needed.
  • Coordinate with internal security leaders and external law enforcement during emergencies or critical incidents.

Compliance Policy & Reporting:

  • Ensure operational compliance with all applicable state and federal laws court orders PREA standards and departmental regulations.
  • Develop update and enforce policies and procedures that reflect current best practices in the management of female inmates.
  • Prepare and deliver executivelevel reports updates and strategic recommendations to the Commissioner executive staff and oversight bodies.
  • Serve as a liaison with advocacy groups oversight entities and community stakeholders engaged in womens justice reform.

Qualifications

Education:

  • Bachelors degree in criminal justice public administration behavioral sciences or a related field is required.

Experience:

  • Minimum of 10 years of progressive correctional experience including at least 35 years in executivelevel leadership roles such as Warden Regional Director or equivalent.
  • Demonstrated expertise in managing operations within womens correctional facilities or programs.
  • Strong background in genderresponsive correctional practices traumainformed care or specialized inmate populations is highly desirable.
  • Proven experience in policy development strategic planning and budget oversight.

Note: Additional education and/or experience beyond the minimum may be substituted on a yearforyear basis.

Skills:

  • Exceptional leadership and organizational skills with the ability to direct multidisciplinary teams in complex correctional environments.
  • Advanced knowledge of correctional operations inmate management reentry practices and security procedures.
  • Strong written and verbal communication skills with the ability to effectively engage diverse internal and external stakeholders.
  • Proficient in data analysis operational metrics and correctional management software systems.
  • Highlevel problemsolving and decisionmaking ability especially in emergency or crisis situations.
  • Comprehensive understanding of applicable state and federal correctional regulations including PREA and ADA standards.

Additional Requirements

  • Must possess a valid driver license from the state of residence.
  • Must successfully complete a background investigation and security clearance process.
  • Physical stamina to conduct facility walkthroughs inspections and participate in onsite operations.

Working Conditions

  • Primary work location is within ADOC correctional institutions housing female inmates.
  • Occasional travel required for site visits statewide coordination and professional development.
