DEQ has an open opportunity for an Environmental Program Supervisor I.


Full time (40 hours per week) withState Benefits.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. TheNC Department of Environmental Quality trusts our employees to be selfmotivated and successfulin hybrid/remote roles. Telework options are subject to change at the discretion of management.


This Environmental Program Supervisor Iis responsible for management of the Office of Water Resources Development Grant Programs (WRDGP) in the Division of Water Resources. The supervisor is responsible for managing overseeing and coordinating unit staff activities and providing services and technical assistance to stakeholders representing local state and federal entities involved in the use of the state grant funds. Duties include but are not limited to program planning managing staffing directing all program functions of WRDGP and ensuring unit priorities are achieved.

Key Responsibilities:

  • Program Management for WRDGP including (but not limited to) program reviews fund monitoring fund distribution budget requests report preparation and coordination with budget administrators other division work units and other stakeholders
  • Compliant Grant Administration including application and awards processes fund management contract administration and general oversight for various types of water projects (e.g. navigation water management dam removal)
  • Staffing and Supervision including hiring training evaluating counseling and direction of work to ensure implementation of all aspects of grant programs
  • Management of Communications with a variety of stakeholders and situations related to projects and grant funds


The Division of Water Resources:

The Division of Water Resources (DWR) is responsible for protecting North Carolinas drinking surface and groundwater for all waterbodies including lakes streams rivers wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance investigations regulatory compliance and enforcement monitoring and field assessments certifications laboratory analysis and testing planning water quality standards management educational outreach and other efforts. The Division comprises six sections: Water Quality Regional Operations Water Sciences Public Water Supply Water Quality Permitting Water Quality NPDES Permitting and Water Planning. The Office of Water Resources Development Grant Programs (WDGRP) provides grants for several eligible project types: general navigation recreational navigation water management stream restoration waterbased recreation Natural Resources Conservation Service Environmental Quality Incentives Program (EQIP) stream restoration projects and feasibility/engineering studies. The navigation and coastal storm damage mitigation projects are collectively referred to as coastal infrastructure projects. The nonnavigation projects are collectively referred to as state and local projects.

To qualify for this position applicants must document on the application that they possess ALL of the following:

  • Demonstrated experience working with environmental documents such as permits certificates authorizations reports or grant applications.
  • Demonstrated experience communicating with internal and/or external stakeholders.

Minimum Education and Experience Requirements

Bachelors degree in one of the agricultural biological engineering environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and three (3) years of progressive experience in environmental work; or an equivalent combination of education and experience.
