Description:

ATCO Frontec is seeking a Project Managerto join our Northern Operations team in Yellowknife Project Manager is responsible for overseeing Facility Maintenance project work in Arctic Bay NU along with medium scale civil and new construction repairs/renovations and construction projects.

This includes leading stakeholder management externally and internally. Reviewing work/scope of requirements SOW preparation of quotes/estimates RFP/RFQ packages scheduling work holding prejob kickoff meetings. Execute monitor control and close to ensure its completed on schedule and in accordance with all requirements.

Along with the above the Project Manager is responsible for ensuring that all the work defined in the FM contract is completed on or ahead of schedule. The Facilities Maintenance program will need to ensure we achieve the performance of work; contract deliverables; manage the staff subcontractors who are engaged on this project. They are responsible for managing contract amendments; quality control; occupational health and safety on site; spill response and reporting; emergency response as requested by the client; and financial reporting.

The Project Manager will be efficient in the administration and coordination of various projects simultaneously. The Project Manager must maintain effective and efficient communication with the client representative and subcontractors and ensure that delays are avoided and potential problems are dealt with quickly.

Travel across the three Territories is required for this role with travel commencing in July through September seasonally to oversee awarded Civil and FM projects.

Location: Remote position or in Yellowknife NT.

Responsibilities:

  • Manage and administer construction project contracts and ensure compliance with subcontract documents.
  • Resolve contractual statement of work issues and respond to contract amendments and new customer requirements. Ensure change orders are completed for every change including zero dollar changes.
  • Respond in a timely flexible manner to client nonforecast requirements and changes in scope.
  • Ensure all deliverable reports and plans are submitted on time in the correct format complete and accurate;
  • Oversee the Quality Control Program to monitor and ensure contract service level standards are being consistently met;
  • Effectively manage work delivery and asset management via a CMMS;
  • Actively seek out opportunities for organic business growth;
  • Be able to effectively manage a geographically dispersed workforce at multiple sites ensuring consistent delivery of service in accordance with contract standards.
  • Maintain records on above and beyond performance and out of scope services provided to the client and remind the client of the excellent service delivery ATCO provides;
  • Develop and maintain a healthy rapport with client staff (at all levels) including institute building representatives through regular routine formal and informal briefings on project status;
  • Ensure new recruitment are orientated trained oversee performance evaluations and report discipline in accordance with corporate policies;
  • Identify changes in scope and forward requests to client for change orders and/or proposals to increase/decrease contract scope and the contract fee as required;
  • Ensure all project operations meet and comply with local laws and regulations federal health and safety legislation regulations corporate policies.
  • Provide routine input and feedback to the Site/Contract Manager on the performance professionalism and attitude of the project subcontractors.
  • Provide input and feedback on the subcontract documents to the Site/Contract Project any improvements in wording scope clarity etc.
  • Prepare issue RFP/RFQs analyze submissions and award contracts to complete project work in accordance with the Subcontracts Manual.
  • Maintain a current database of competent professional subcontractors covering all project requirements i.e. electrical carpentry masonry etc.
  • Submit shop drawings for review and approval.
  • Maintain accurate neat and well organized and documented Project Files and ensure they are passed through the Work Control Clerk so they can be tracked and their status updated in the Work Status Spreadsheet.
  • Meet with clients to discuss project scopes trouble shoot equipment/service problems review engineering design plan and schedule work inspect work in progress and final inspection.
  • Review the Work Status Report on a weekly basis and ensure that quotes/estimates are provided within client service level standards and work is progressing well.
  • Conduct effective subcontractor personnel orientation and chair effective prejob kickoff meetings.
  • Review subcontractor invoices for standing offer and construction projects and signoff indicating the work is completed as required and the amounts are correct.
  • Ensure subcontractors have their own HS&E policy/program or are aware and comply with the ATCO requirements
  • Other duties as assigned.

Qualifications:

  • Must be able to obtain a federal government security clearance at the Secret level.
  • A minimum of 10 years of experience in overseeing coordinating mechanical/architectural/building construction projects in a commercial/industrial environment preferably in Northern Canada/Territories.
  • Technology Diploma in Construction Engineering Architecture or Project Management is required as a minimum level of education.
  • Considerable knowledge of the principles of building design and construction including plumbing heating mechanical electrical and structural.
  • Thorough knowledge of building maintenance and repair practices.
  • Knowledge of building codes and construction practices is necessary.
  • Knowledge of effective safety practices standards and techniques pertaining to buildings maintenance operations.
  • Experience in using project scheduling tools
  • Excellent customer relations.
  • Ability to plan organize coordinate prioritize and evaluate the work of contractors.
  • Ability to concurrently handle a wide variety of projects and coordinate outside contractual agreements.
  • Ability to maintain records and prepare reports.
  • Ability to read and understand construction drawings blueprints and specifications.
  • Knowledge of laws governing construction contracts and contracting.
  • Computer literacy (MS Office)
  • Possess and maintain a valid drivers license and an excellent driving record.
