Description of Work

Salary Grade: NC11
The North Carolina Department of Revenue is currently accepting applications for a Distribution Program Coordinator to oversee the support roles that ensure the smooth functioning of the Unauthorized Substance Unit (USUB) and to perform the USUB seized monies distribution program. The USUB support functions include accounts receivable seized property program and administrative support functions. USUBs standalone databases used by the seized monies distribution and seized property programs are of considerable scope and complexity requiring specialized knowledge of the programs processes and procedures. This position works with system project team members programmers and/or vendors to test USUBs independent systems functionality including legislative unauthorized substances rate changes and ensuring that the system meets the business needs and creating editing and executing test plans/scenarios. This position requires the ability to exercise judgment and discretion in establishing applying and interpreting policies and procedures and the ability to establish and maintain effective working relationships with agency personnel officials and the general public. Responsibilities include but are not limited to the following:

  • Receive daily transmittals and identify if there is money to distribute run and reconcile reports and ensure full reconciliation
  • Create taxpayer voucher forms for the different types of cases for each taxpayer and ensure that a portion of the seized money from each individual case goes to the state general fund
  • Ensure that all taxpayer vouchers are credited and create agency vouchers that list all the individual taxpayers and the total amount that each municipality receives
  • Reconcile the agency vouchers to reports run from the USUB database
  • Manage open case bills due to bankruptcy proceedings or other situations ensuring they remain archived and yet maintained and active for future finalization
  • Close out final bill cases
  • Create agency distribution list and agency vouchers reconcile them and create a monthly report
  • Act as the expert for these programs and administrative support functions providing assistance and troubleshooting as needed
  • Analyze and solve technical problems and streamlines processes as identified
  • Consult with USUB law enforcement agents on more complex cases to ensure the proper handling of administrative aspects of cases
  • Consult with many other NCDOR divisions and units such as Financial Services and Bankruptcy as well as financial institutions on behalf of staffs work to ensure smooth communication and agency processes
  • Supervise work and maintain performance stability of USUB administrative support staff

Knowledge Skills and Abilities / Competencies

  • Working knowledge of standardized accounting practices
  • Working knowledge of auditing principles and practices
  • Demonstrated experience in interpreting and analyzing accounting data
  • Demonstrated experience in applying analysis to the departmental or institutional needs and determining compliance with pertinent guidelines rules regulations and laws

Minimum Education and Experience Requirements

Bachelors degree in accounting business administration or other curriculum that would provide a core curriculum in financial management coursework from an appropriately accredited institution; or Associate s degree in accounting from an appropriately accredited institution and three (3) years of accounting or auditing experience; or High school or General Educational Development (GED) diploma and four (4) years of experience as an accounting technician three of which must have been at an advanced technical level or an equivalent combination of education and experience.
