We offer an opportunity for

A collaborative equityminded leader to serve as Director of Child Care Partners Child Care Resource and Referral. The Director of Child Care Partners Child Care Resource and Referral is responsible for administration strategic planning budgeting preparing funding applications program budget managing grants and contracts and maintaining a comprehensive child care resource and referral program serving Gilliam Hood River Sherman Wasco and Wheeler Counties.


What you will do

  • Conducts and reports program activities with the guidelines and requirements of multiple grant contracts and agency policies and procedures in a timely manner
  • Supervises program staff including the overall facilitation of staff meetings training and the development and maintenance of current job descriptions for all program staff
  • Hires trains and provides performance reviews for all Child Care Partners staff
  • Provides vision motivation and leadership to all Child Care Partners staff and community members
  • Develops the annual CCR&R approved work plan and oversees the development of the training plan as required by the Department of Early Learning and Care (DELC)
  • Ensures timely and accurate preparation and submission of program reports to contractors and grantors
  • Develops new child care resources and provides ongoing technical assistance to early childhood education professionals.
  • Establishes an appropriate professional development program accessible to early childhood education professionals in a variety of settings
  • Collaborates with local child care and education groups social services early learning hub and/or government agencies and employers in the operation of the resource and referral service
  • Maintains fiscal records according to college procedures
  • Develops the budget documents in accordance with CGCC DELC and other grant funders guidelines
  • Provides budget and fiscal oversight of Child Care Partners budgets expenditures and revenues.
  • Monitors program budget expenditures and plans requests budget adjustments as needed
  • Prepares contracts and monitors contract compliance for grants
  • Develops strategies to meet grant matching requirements
  • Prepares and distributes public information for CCR&R as prescribed in state contract and other special projects/grants including new releases annual reports as appropriate
  • Records analyzes and reports data on request for services as established by DELC and/or other funders
  • Ensures accurate and uptodate recording of data and compliance with Find Child Care Oregon (FCO) requirements
  • Participates in required (by contract) meetings activities and training of the DELC and the Central Coordination of Child Care Resource and Referral
  • Assures strict confidentiality of client and employee information in compliance with FERPA Law
  • Reports child abuse and neglect following state reporting policies.
  • Be prompt and dependable and follow through on commitments to the program college staff and community partners
  • Assures that all required systems and records are maintained and uptodate
  • Develops and implements community outreach and program marketing strategies to ensure program visibility to the general public early educators and employers
  • Conducts community presentations concerning child care needs issues and resources
  • Maintains ongoing communication with the Oregon Department of Human Services (ODHS) Central Coordination of Child Care Resource and Referral and the Child Care Licensing Division at DELC
  • Develops and implements strategies to inform and educate parents employers and community members of the importance of early learning how to determine quality and the needs of the region
Requirements

What you bring.

  • Preferred: Bachelors degree in Early Childhood Family Studies or related field and/or a Step 10 in the Oregon Registry
  • Required: At least two years postsecondary education experience and/or training commensurate with job responsibilities
  • Must be able to pass a background check and be in the Central Background Registry for the Department of Early Learning and Care
  • Prior experience with personnel supervision
  • Two or more years of work experience working closely and collaboratively with community partners and statewide stakeholders
  • Experience promoting equityminded and diversely represented communications and materials experience in responsiveness to and understanding of the diverse academic socioeconomic cultural disability gender identity sexual orientation and ethnic backgrounds of community college students and employees as these factors relate to the need for equityminded practices.

Minimum Requirements.

  • Minimum of two years experience in program coordination within a relevant field
  • Prior experience with personnel supervision
  • Two or more years of work experience working closely and collaboratively with community partners and statewide stakeholders
  • Minimum of five years experience working in an Early Learning program preferably including some administrative responsibilities
  • Knowledge of community child care and subsidy programs state child care regulations and of child development principles and practices
  • Have training in Recognizing and Reporting Child Abuse and Neglect or are willing to get training within 3 months of hiring
  • Ability to work positively with diverse populations
  • Must be able to work as part of a team with only regular review by the supervisor
  • Strong supervision and team leadership skills
  • Must be able to handle assignments subject to stringent deadlines
  • Knowledge of best practices in budgeting and managing multiple funding sources
  • Ability in operating a variety of computer software programs
  • Demonstrate excellent oral and written communication skills
  • Valid Oregon drivers license and insured vehicle available for use on the job
  • Bilingual in Spanish/English Preferred
