What Youll Do

A Traffic Operations Representative is needed to systematically improve traffic safety and compliance through inspection analysis application verification and enforcement of Federal Highway Administration United States and Tennessee Department of Transportation and Federal Motor Carrier Safety Administration codes and regulations. Y12 National Security Complex has 5 traffic signals and with traffic volume similar to an urban city center with pedestrian personal government and commercial motor vehicle interaction.

The Traffic Operations Representative will lead change control through the established Automated Road Closure Outage Request system and chart approved temporary road closures through the YAMS RealTime Mapping System. They will perform weekly inspections and enforcement of driver behavior and temporary traffic control changes. Assess effectiveness of existing traffic calming techniques and facilitate new traffic calming techniques. They will provide planning and compliance support for our commercial motor vehicle business pertaining to inspection and overdimensional shipments. The Traffic Operations Representative will verify pedestrian safety and compliant parking including ADA. They will represent CNS as a liaison with local municipalities the customer and other prime contractors for local traffic interactions.

Minimum Job Requirements

  • Bachelors degree. Minimum 2 years of relevant experience ranging from 4 to 7 years.
  • ORMasters degree: Minimum 1 year of relevant experience ranging from 4 to 7 years.
  • OR 10 years or more experience in a variety of roles providing traffic operations safety and compliance support design and technical knowledge of requirements and regulations associated with the Federal Highway Administration United States and Tennessee Department of Transportation or a related municipality service maybe considered in lieu of education.

Preferred Job Requirements

  • Bachelors degree in a technical field such as land use planning or civil / traffic engineering with 7 to 10 years experience.
  • OR masters degree in a technical field such as land use planning or civil / traffic engineering with 4 to 7 years experience.
  • Attention to detail and assertive in requiring compliance to such regulations.
  • Communicates clearly and timely without intimidation and hostility any findings required for improvement.
  • Inspection design or enforcement experience of Manual of Uniform Traffic Control Device requirements and Federal Motor Carrier Safety Regulations.
  • Experience entering inspection reports and tracking and resolving deficiencies. A significant track record of successfully performing technical functions related to transportation compliance verification.
  • Certified Signal Timing Technician or Certified Traffic Operations Engineer is preferred.
  • Specialized knowledge of the DOE / NNSA Integrated Safety Management System CFR 851 OSHA FMCSA and FHA requirements.
  • Certifications related to Traffic Operations and Commercial Motor Vehicle Compliance including signal timing AASHTO MUTCD CVSA or TTAP course work.
  • Previous leadership role supporting municipality traffic operations including oversize shipments.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712) which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligencescope polygraph examination.
