L3Harris is actively seeking a Manager Contracts for a direct hire opportunity for our location in Waco Texas. We do offer competitive wages with benefits.
This position in the Modifications and Modernization (MMG) business unit of the Integrated Mission Systems segment will join a Contracts team responsible for a diverse business area with defense customers from various USG Departments and Agencies various foreign governments as well as large and small business prime contractors.
As a Manager Contracts you will perform cradletograve contract management for federal and commercial contracts. Assist in the Management of the companys customer interface and administrative activities related to obtaining and executing prime and subcontracts for delivery of products and services. Requires management and leadership knowledge in job area and comprehensive knowledge within professional discipline Leads and directs experienced professionals lower level supervisors or associate managers. Communicates within and outside of organization to explain and influence changes to policies practices or approaches. Makes significant improvements in processes systems or products. Establishes shortterm operational plans with measurable contribution to function or business area results. The selected candidate administers extends negotiates and terminates standard and nonstandard contracts. Supports proposal preparation contract negotiation contract administration and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies legal requirements and customer specifications. Examines estimates of material equipment services production costs performance requirements and delivery schedules to ensure accuracy and completeness. Prepares bids; processes specifications progress and other reports; advises management of contractual rights and obligations; compiles and analyzes data; and maintains historical information.
Essential Functions:
- Preparing contractual letters Ts & Cs Reps & Certs for proposals to the U.S. Government and other DoD Contractors
- Providing audit and factfinding support for major proposals
- Administering and closing contracts
- Compiling information and reports
- Subject Matter Expert in interpreting contract requirements and track contractual performance to the requirements with comprehensive knowledge of contract management
- Interfacing directly with customers senior management and program teams to resolve issues secure approvals and ensure successful contract execution
- Serving as the primary liaison for contractual communications between L3Harris and our customer
- Assist in proposing and negotiating contracts for the companys products and services in prime and subcontracting environments.
- Ensuring compliance with federal procurement regulatory requirements and providing the primary customer interface on related issues.
- Assisting procurement personnel with significant contracting tasks including establishing flowdown terms and conditions.
- Deep understanding and knowledge of regulations including the Federal Acquisition Regulation (FAR) FAR supplements (e.g. DFARS) and other agency regulations
- Influencing successful business outcomes to achieve business and financial objectives for orders revenue recognition operating income and free cash flow for new and continuing programs
- Providing guidance coaching and training to other contracts professionals and/or support level employees. May manage projects at this level with responsibility for the delegation of work and the review of others work product
- Perform other duties as assigned
- Communicates with contacts inside and outside own team to explain and interpret operational processes practices and procedures Identifies and addresses changes within own job area
- Works independently on larger moderately complex projects or assignments
- Manages intermediate projects or processes with moderate oversight
Qualifications:
- Education required. BS degree in Business Finance or related field required
- Bachelors Degree and minimum 9 years of prior relevant experience including management of Cost Reimbursable Time & Material and Firm FixedPrice contracts. Graduate Degree and a minimum of 7 years of prior related experience. A combination of education and experience may be considered.
- Position requires the ability to obtain and maintain a DoD Security Clearance which requires US citizenship.
Preferred Additional Skills:
- Active Secret Clearance and ability to obtain Top Secret
- Experience with Commercial Contract Terms FAR/DFARS TINA and Export Regulations
- Experience working with DCMA DCAA and other federal agencies
- Proficiency in utilizing and interpreting financial models and analyses
- Ability to constructively challenge others and take a robust stance when required to promote or defend the companys position
