HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.
Your Team:
The Office of Development leads the implementation of the Mayors Housing Plan to create or preserve 300000 units of affordable housing by 2026. This is performed in close collaboration with HPD colleagues other City and state agencies and the New York City Housing Development Corporation (HDC).
The Office of Development is composed of nine divisions:
Executive Office Operations and Policy
Division of Compliance and Enforcement
Division of Housing Incentives
Division of Building & Land Development Services
Division of New Construction Finance
Division of Homeownership Opportunities & Preservation
Division of Preservation Finance
Division of Special Needs Housing
Division of Portfolio Management and Conversion
Your Impact:
The Tax Incentives Program Unit within the Division of Housing Incentives and administers a wide variety of tax abatement and exemption programs to facilitate private and publiclysubsidized rehabilitation and new construction programs throughout New York City and will be instrumental in the implementation of the City of Yes for Housing Opportunity.
Your Role:
Under the supervision of the Executive Director for Tax Incentives the Deputy Director will review and make determinations on all workbooks for tax exemptions and make recommendations to improve unit efficiency and staff utilization. In addition the Deputy Director will participate in the formulation of policy pertaining to tax exemption programs and translate approved policies into workable procedures. The Deputy Director must possess strong management and teambuilding skills attention to detail the ability to effectively multitask and work under pressure good judgment and excellent customerservice and communication skills and an ability to successfully collaborate and coordinate with internal and external stakeholders.
Your Responsibilities:
Your responsibilities include but are not limited to:
In collaboration with the Director and senior management oversee the implementation of tax exemption and other tax benefits programs as necessary to meet the goals of the City of Yes for Housing Opportunity and other initiatives.
Establish and maintain effective working relationships among staff internal and external partners and stakeholders and the general public.
Manage and train staff including establishing appropriate productivity measures maintaining data and file integrity supporting staff in achieving programmatic and agency goals promoting collaboration among staff promoting high achievement and skill development/progression overseeing staff in their performance of their responsibilities and evaluating and providing constructive feedback to staff.
Ensure quality control across all staff deliverables.
In collaboration with the Director and senior management actively participate in and lead discussions on improving program processes to increase efficiency and effectiveness; participate in requirements gathering testing and other processes with HPDTech to support the development of new applications as needed.
Manage administrative functions such as setting productivity goals tracking reporting and compliance.
Respond promptly to requests for information and oversee the production of detailed reports memoranda presentations and written correspondence regarding projects programs new initiatives or other special projects as needed.
Use sound judgment in flagging politically sensitive and complex inquiries for the Assistant Commissioner and/or other senior staff and in interacting with outside parties including other agencies and developers and their agents.
Communicate any personnel issues to the Director in a timely manner.
Collaborate with other HPD divisions to achieve agency goals as well as to identify monitor and/or resolve project program and policy issues.
Preferred skills:
Candidates should have a record of achieving results in a fastpaced environment experience managing programs as well as seeking ways to improve programs and procedures strong managerial experience and be detailedoriented selfmotivated and able to manage multiple projects and meet deadlines. Candidates should also demonstrate strong verbal and written communication skills.
Preference will be given to candidates with:
A bachelors degree from an accredited college and two years of experience in community work or communitycentered activities; or high school graduation or equivalent and six years of experience in community work or communitycentered activities

Candidates with experience working for or with government agencies and government programs related to affordable housing are strongly preferred
Candidates with a bachelors degree and three years of experience or graduate degree and one year of experience in city planning real estate development urban studies business or public administration finance architecture engineering or other related field are strongly preferred
***PLEASE NOTE*** The position is open to applicants who are already permanent in the Associate Housing Development Specialist title passed Associate Housing Development Specialist exams #3053 or #3514 or permanent in another comparable civil service title.
ASSOCIATE HOUSING DEVELOPMENT 22508
Qualifications :
1.A baccalaureate degree from an accredited college or university and three years of fulltime satisfactory professional experience in the development appraisal financing negotiation or disposition of real estate or in real estate law or in urban planning or analytical or coordination work related to housing programs; or
2. A four year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and seven years of fulltime satisfactory experience as described in 1 above; or
3.A satisfactory combination of education and/or experience which is equivalent to 1 or 2 above. Graduate study in the field of urban studies city planning business or public administration finance architecture engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However all candidates must have at least two years of experience as described above.
