Position Overview
The Illinois Department of Transportation is seeking to hire an Accountant. Under general supervision this position performs professional accounting and auditing functions to direct and process monetary commitments from outside entities that bear some financial responsibility for state construction contracts. Reviews and processes local agency agreements. Audits verifies and processes payments to/from contractors and/or outside entities. Maintains an auditing system of progress payments during construction. Serves as backup in the absence of the bureaus Local Agency Accountant.
Essential Functions
- Reviews processes and remits local agency and contractor receipts.
- Creates files for local agency agreement units.
- Audits contract change authorizations for mathematical accuracy and compliance with departmental standards.
- Creates reports for the agreement analyst and/or supervisory personnel.
- Utilizes the bureaus automated CMMS with over 2000 active contracts and payments totaling approximately $23 billion annually.
- Assists the Awards Accountant with establishing new construction contracts.
- Performs other duties as assigned that are reasonably within the scope of those enumerated above.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four years of college with courses in business administration and accounting or four years of technical accounting experience.
- This class is included as an Upward Mobility Credential Title. Qualifying state employees in the employee Upward Mobility Program may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this classification.
Preferred Qualifications
- Prefers working knowledge of regulation policies and procedures of Office of Highways Project Implementation and the state of Illinois.
- Prefers elementary knowledge of professional accounting and auditing theory principles methods and procedures.
- Prefers ability to detect significant irregularities.
- Prefers elementary working knowledge of office methods procedures standard office accounting machines and equipment.
- Prefers ability to perform detailed work involving the application of accounting theory to routine accounting or auditing problems.
- Prefers elementary knowledge of the laws rules and regulations relating to state or nonstate accounting or auditing procedures.
- Prefers ability to evaluate accounting problems of moderate difficulty and to analyze and interpret complex accounting records and reports.
- Prefers ability to perform detailed work involving written or numerical data and to make arithmetical calculations rapidly and accurately either manually or by machine.
- Prefers ability to establish and maintain satisfactory working relationships with other employees and the public.
