DEQ has an open opportunity for a Finance and Business Compliance Analyst II.
This position is ExemptfromtheHumanResourcesAct(EHRA) with the exception of Articles 6 and 7. This is a fulltime position (40 hours per week) with applicableStateBenefits.*
This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be selfmotivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
This position reviews the activities of local governments funded by the Department Environmental Qualitys Division of Water Infrastructure. As an Analyst II this position works primarily on reviewing auditing and evaluating complex construction projects for local government units that are receiving funds from the Department of Environmental Quality.
Other Key Responsibilities:
- Ensure construction and engineering service invoices are within the scope of previously approved projects.
- Review of construction and engineering service disbursement requests are allowable costs for each funding program.
- Provide technical assistance and consulting to local governments receiving Department funds to promote continued financial and grant compliance.
- Identify and manage appropriate data collection processes.

To qualify for this position applicants must document on the application that they possess ALL of the following by providing detailed explanation of their experience:
- Demonstrated experience in reviewing and/or reconciling invoices for contracts.
- Demonstrated experience reconciling contract budgets and/or payments.
- Demonstrated experience communicating information using written and/or oral communication skills.
Minimum Education and Experience Requirements
A Bachelors degree in accounting finance business administration public administration or a related discipline from an accredited institution and two years of related experience; or an equivalent combination of education and experience.
