    POSITION SUMMARY:

    This position is located in the Howard County Police Department Administrative Commands HR Division (Employment Services). The Senior Administrative Analyst (Police Employment Services Manager) performs professional level human resources work to support the Police Department and works as a liaison to the Countys Office of Human Resources. The position requires broad knowledge of human resources to perform departmental human resource generalist duties in various areas including but are not limited to recruitment and screening employment performance management policy research contracts budgeting human resources technology services employee relations time keeping and other areas as assigned. The position will coordinate and collaborate with the Office of Human Resources to initiate and follow through with human resource activities in compliance with County policies regulations and procedures.

    CLASS DESCRIPTION:

    Performs advanced professional level administrative work which may include supervisory responsibility under general supervision from an administrative or technical superior. Work includes the analysis and coordination of complex administrative matters; researching reviewing and analyzing legislative budget personnel purchasing and policy issues; and supervising one or more major functional office programs or activities.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other related duties may be assigned.

    • Manages and oversees the Police Departments HR units within the Employment Services Division including Personnel Payroll Recruitment Screening and HR Tech Services.
    • Coordinates the full recruitment lifecycle (i.e. recruitment onboarding and offboarding activities) with the Countys Office of Human Resources including conducting exit interviews and drafting employment status correspondences regarding various personnel actions and determinations.
    • Participates and conducts interviews as an interview panel member andprovides input and recommendations on candidates.
    • Provides training using approved materials by the Office of Human Resources to hiring managers and recruitment unit staff on various HR matters (i.e. interview processes and procedures performance evaluations FMLA etc.).
    • Oversees personnel order and record management including but not limited to onboarding new employees coordination of internship program and volunteers maintaining medical certifications and statuses military leave documentation and statuses maintenance of ESD records etc. in compliance with County policies regulations and procedures.
    • Oversees the quarterly Random Drug Screening and Promotional Drug Screening preemployment testing and other related testing processes for sworn and civilian applicants (i.e. written test administration dispatcher online test administration polygraphs background investigations psychological evaluations physicals police officer first class exam dispatcher first class exam and any other tests required for job candidates and/or employees).
    • Collaborate with supervisors command staff and employees regarding HR issues liaising with the Office of Human Resources Office of Law and other County departments/offices as needed.
    • Oversees promotional processes for RFPs scheduling test development assessment centers etc. in compliance with County policies regulations and procedures.
    • Plans position utilization with management and updating and maintaining organization chart position classifications and job descriptions.
    • Drafts various memos and related documents to submit for various position classification requests to the Office of Human Resources.
    • Draft the Employment Services Division budget each year and monitor budget activities.
    • Drafts and produces various reports including financial and human resources related for Command staff Budget/Fiscal section County Budget Committee Office of Human Resources and other stakeholders.
    • Participate and represent the department in unemployment grievance and appeals hearings as needed and/or required by the Office of Human Resources Office of Law and other stakeholders within the County.
    • Performs supervisory duties and responsibilities in accordance with the Countys policies and applicable laws. Duties and responsibilities include but are not limited to interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
    • Collaborate with supervisors command staff and employees regarding HR issues liaising with the Office of Human Resources Office of Law and other County departments/offices as needed.
    • Coordinates with management and staff at all levels to obtain and/or provide information as needed.
    SUPERVISORY RESPONSIBILITIES:

    This is a supervisory position.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    Bachelors Degree and four (4) years related experience or an equivalent combination of education and experience.

    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:

    • HR Professional Certification from SHRM HRCI or other professional organizations (i.e. PHR/SPHR SHRMCP/SHRMSCP etc.).
    • Experience in and familiarity with law enforcement organization and culture.

    LANGUAGE SKILLS MATHEMATICAL SKILLS AND REASONING ABILITY:

    • Knowledge of principles and practices of human resources administration.
    • Demonstrated ability in problem solving conflict resolution and written and verbal communication skills.
    • Ability to conduct research compile data and prepare statistical and narrative reports.
    • Ability to read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations.
    • Ability to develop and administer departmentwide human resources policies and procedures.
    • Ability to effectively present information and respond to questions from groups of managers clients customers and the general public.
    • Ability to deal with a variety of situations and problems under specified time constraints
    • Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.
    • Ability to maintain human resources records.
