The Senior Manager of Trade Compliance is an Empowered Official of the company responsible for the management of the companys trade compliance program. Reporting to the Director of Trade Compliance in Clarksburg MD you will implement an enterprisewide trade compliance program and provide strategic direction and technical expertise to ensure compliance with the U.S export and import and regulations. You will monitor the Companys global trade compliance program under applicable U.S. and foreign laws and regulations including aligning with the Export Administration Regulations (EAR) International Traffic in Arms Regulations (ITAR) Office of Foreign Asset Control (OFAC) Bureau of Alcohol Tobacco Firearms and Explosives (BATFE) and foreign government sanctions and controls. You will collaborate cross functionally within the company and with other business stakeholders to serve as a subject matter expert for all trade compliance activities.

Responsibilities

  • Serve as an Empowered Official and oversee the implementation and management of export/import compliance program and policies within assigned TDSI Business Areas.
  • Provide guidance and interpretation of U.S. export control regulations (ITAR EAR) import regulations (ATF) sanctions (OFAC) and other applicable trade regulations.
  • Supervise a small team of Trade Compliance Analysts providing daytoday guidance and support with export and import activities.
  • Draft and administer licenses Agreements Amendments and validate usage of exemptions/exceptions for ITAR/EAR commodities under U.S. Export regulations.
  • Provide updates on regulations and compliance requirements to senior management.
  • Identify trade compliance risks; develop and implement appropriate policies processes and corrective actions.
  • Monitor export and denied party screening activities for customers suppliers thirdparty agents etc.
  • Review and draft trade compliance policies and procedures Support internal audit of trade compliance activities.
  • Support the drafting of disclosures of potential trade compliance violations if necessary; ensure that corrective actions related to voluntary disclosures selfassessments and audits are specific measurable and attainable.
  • Provide guidance to assist legal contracts and procurement with the review drafting and negotiation of export/import terms in customer and supplier contracts.
  • Provide appropriate input to business reviews for program and new capture opportunities pertaining to trade compliance risks.
  • Prepare and conduct annual trade compliance training to company personnel.
  • Conduct export jurisdiction and classifications of TDSI products.
  • Provide guidance to Trade Compliance Analysts for the import clearance for all imported products.
  • Assist with preparation of documentation for the import and export activities related to both permanent and temporary shipments as well as transmittal of technical data to foreign persons.
  • Ensure proper recordkeeping of all shipments of hardware and technical data exports and prepare reports to USG as required.

Supervisory Responsibilities

This position carries out supervisory responsibilities in accordance with the organizations operating policies and applicable laws. Responsibilities can include interviewing hiring training and developing employees; creating effective staff plans assigning and directing work; performance appraisals rewarding and management of employee discipline when required; and addressing complaints and resolving conflicts. Active mentoring and development of staff is a critical element of the supervisory responsibilities in order to create a high performing cohesive team.

Qualifications

  • U.S. Citizenship required. Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Bachelors Degree highly preferred; will also consider 1015 years of International Trade Compliance experience.
  • Minimum of 8 years professional export management and compliance experience in a global corporate environment.
  • Thorough knowledge of ITAR/EAR OFAC and BATFE regulations and proper use of Non U.S. controls on foreign products.
  • Proficient in Microsoft Office Suite of Software Applications.
  • Proficient in Government systems (DECCS SNAPR etc.) for authorization submission and approvals.
  • Experience in export classification for hardware software technology and technical data including encryption and open source software use and application.
  • Demonstrated ability to lead across organizational and functional boundaries to perform necessary compliance responsibilities.
  • Familiarity with international logistics management including understanding of the HTS/Schedule B commodity identification regimes.
  • Working Knowledge of OCR Ease System desirable.
  • Ability to comply with all Company guidelines policies procedures and embrace Company Core Values.
  • Occasional domestic and international travel required.

The annualized pay range for this role is $161873$206837.85USD along with a target incentive compensation plan (ICP) of 10%. The pay range provided is a good faith estimate representative of the experience level for the role described above. TDSI considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.
