The Utilities team in Metrolinxs Capital Projects Group is seeking a Senior Manager Utilities. This specific Senior Manager will be primarily responsible for managing enterpriselevel relationships with electrical utilities owners for the benefit of Metrolinx capital projects and providing subject matter expertise to peers in the Utilities team as well as Project Delivery Teams (PDTs) of the Subways GO Expansion and LRT programs within the Capital Projects Group.
What will I be doing
- The Senior Manager Utilities (Electrical) is required to develop and maintain key relationships with electrical network owners/stakeholders. Primary responsibilities for the role include:
- Provision of electrical distribution technical input in response to request from PDTs of GO Expansion and Rapid Transit programs in their planning to relocate or protectinplace existing electrical assets to accommodate Metrolinx capital projects.
- Provision of advice to PDTs with respect to processes of interaction with utility owners for installation of temporary and permanent services to Metrolinx in consideration of utility owner internal policies and processes asset management tools applicable legislation etc.
- Identifying agreement requirements with utility owners and negotiating those with input from Legal Services.
- Chairing regularly scheduled meetings with utility owners to discuss current and projected workload available resources aligning processes and other items monitored on a consistent basis.
- Actioning escalations on an ad hoc basis with (and from) utility owner organizations to resolve points of contention.
- People Leadership: hiring and managing staff who will provide support across the entire Metrolinx capital portfolio planning succession and maintaining institutional knowledge.
- Preparing or providing input for executive level briefings on electrical utility interactions and escalations.
- Leading the development of standard processes and protocols and ensuring compliance by staff and consultants.
- Overseeing the administration and tracking of all interactions between utility owners and PDTs.
- Work with Metrolinx Safety PDTs and utility owners to promote safe work by Metrolinx contractors around utility assets.
- Other activities as required by business needs.
What Skills and Qualifications Do I Need
- Completion of a degree in engineering applied science business or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated experience in progressively more responsible roles within a municipal planning construction and/or engineering environment with deep knowledge of coordination between utility owners and large publicsector projects.
- Knowledge of Ontarios Contract Laws Construction Liens Act Occupational Health and Safety Act Environmental Assessment Act and Professional Engineers Act are preferred.
- Knowledge of railway corridor infrastructure and related construction projects are preferred.
- Possesses a thorough understanding of theoretical and practical applications of professional principles; exercises substantial decisionmaking latitude to achieve broad objectives.
- Risk assessment methods to identify utility relocation issues across all projects in order to develop mitigation strategies that reduce likelihood and/or extent of negative outcomes (financial time or reputation).
- Negotiating skills to navigate between multiple parties with differing perspectives along with interpersonal skills to develop collaborative internal relationships that facilitate the accomplishment of Utilities Team objectives.
