Senior Program Analyst Overview:
Under the direction of the SingleFamily Housing Development leadership team the Senior Program Analyst will serve as a lead analyst that will contribute to program planning for the SingleFamily Housing Development (SFHD) program in various capacities. This position will provide support to the SingleFamily Housing Development director in preparation for audits reporting for various programs provide guidance to other analysts working with the American Rescue Program Act (ARPA) Single Family New Construction and Housing Program processes in addition to developing processes that improve the selection of HUD funded projects monitor compliance and adherence to policies and procedures.
Duties and Responsibilities:
Creates spreadsheets tables and other documentation needed for effective SFHD program management maintains documentation files correspondence and manage program specific application processes
Creates applications evaluate projects identify funding opportunities relating to public service projects for Harris County ensures potentially funded projects are compliant with applicable regulations and guidelines and serves as a point of contact.
Works with SFHD leadership through the project application process by providing support through budget and data analysis.
Prepares agenda items for Commissioners Court attends meetings reviews and evaluates proposals and other submissions as needed.
Responds to information requests generated through mail email and telephone contact.
Provides support to the SingleFamily Housing Development director for the overall operation of the unit and serves as the lead analyst providing guidance to the other analysts.
Assists with preparation for audits compliance reporting for HCDs various programs provides guidance to other analysts working with the ARPA and SFHD programs monitors compliance and adherence to policies and procedures.
Conducts presentations attends meetings and represents Harris County at events.
Other duties as assigned.

Education/Experience:
Bachelors degree in Public Administration Public Policy Political Science Business Administration Urban Planning or a directly related field and four 4 years of experience in program management or working with HUD Housing Grants.
OR
Associates Degree in Public Administration Public Policy Political Science Business Administration Urban Planning or a directly related field and six 6 years of experience in program management or working with HUD Housing Grants.
Licensure:
Valid Drivers License (Texas upon hire)
Knowledge Skills and Abilities:
Interpersonal relationship skills necessary to establish and maintain effective working relationships with other agencies the public developers and financial institutions.
Must have good attention to detail.
Proficiency in computer programs notably Microsoft Office applications.
Excellent leadership skills.
Excellent planning organizational written and verbal communication skills.
Ability to interpret program goals and objectives.
Ability to exercise flexibility in accommodating shifting priorities demands and schedules.
Ability to deal tactfully with a diverse group of people in a professional manner.
Thorough understanding of program management principles and be able to identify and implement areas to streamline department processes.

Experience with the ARPA HOME and Community Development Block Grant programs.
Experience with property management sales acquisitions appraisals surveys and title reports.
Experience with mortgage lending or real estate.
Position Type and Typical Hours of Work:
FullTime Grantfunded
Monday Friday 8 a.m. 5 p.m. (weekends if necessary)
Hybrid schedule
Some positions may require working before during or after an emergency or disaster at the departments discretion.
Work Environment:
The work is primarily sedentary with occasional required travel to training events or meetings.
The job is performed in a professional office environment.
No special safety precautions are required.
Physical Demands:
This is primarily a sedentary role; however working with files is required.
This would require the ability to lift up to 10 pounds and bend and stand as necessary.
Employment may be contingent on passing a drug screen and meeting other standards.
