BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In February 2022 WFPs Executive Board approved the updated Evaluation Policy 2022 which presents a vision for an evaluation function that continues to mature particularly at the decentralized level. The updated policy answers the call for strengthened capacities for growing partnerships and for timely targeted and tailored delivery of evidence. It aims to ensure an evaluation culture is not only developed and embedded in the work of WFP but promoted across the international community.
In the newly drafted WFP Corporate Evaluation Strategy 2022 Communication and Knowledge Management is included in workstream 3.1 Evaluation communication products are designed to appeal to and reach intended users under Outcome 3 Evaluation evidence is systematically available and accessible to meet the needs of WFP and partners.
In line with the evaluation policy the WFP Evaluation Communications and Knowledge Management Strategyis intended to deliver WFP evaluation evidence to contribute to the WFP Strategic Plan and inform global decisionmaking. It will have an integral role to play in promoting evaluation use across diverse audiences raising greater awareness of the evaluation function and helping to embed an evaluation culture among WFP staff.
The strategy responds to growing demand for and supply of evaluation evidence broadening the focus to external communications while building on solid foundations of delivering to WFPs Executive Board and other internal audiences. It addresses rising evaluation quantity as well as placing emphasis on improving content quality and variety. It moves beyond providing availability to strengthening accessibility and utility of evaluations while proactively supporting learning partnerships and engagement.
Achieving the outcomes of the WFP Evaluation Communications and Knowledge Management Strategywill require a strengthened Communications and Knowledge Management Unit within the WFP Office of Evaluation comprised of employees possessing both specialist and complementary skills and competences.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of the Communications and Knowledge Management Unit (OEV) and in close coordination with the Communications & Media Division the communications consultant will support the OEV Communications and KM Unit by acting as Unit focal point under the title Design and Visualization lead within the oversight and quality assurance of the head of unit. The consultant will have responsibility in the following areas:
With the overall aim of establishing a quality stamp and visual identity for OEV content generating timely accurate visually appealing products and visualising data and evidence in innovative and engaging ways the consultant will be responsible for the following duties:

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree within the fields(s) of Journalism International Relations Political Science Communications Knowledge Management Public Information Media Film / Video or other relevant field.
Experience:
Knowledge & Skills:
Minimum 5 years of professional experience in journalism communications knowledge management mainly at international level.
Knowledge of publishing editing proofreading formatting creative design.
Multimedia skills familiarity with web and content management systems social media.
Knowledge management and networking skills preferably in large international organizations.
Ability to condense and articulate sometimes long and complex information into visually and linguistically appealing summary form.
Skills in storytelling data visualisation.
Ability to manage and coordinate external contractors and third parties.
Excellent communication interpersonal skills and networking ability.
Tolerance and sensitivity towards different cultures.
Experience in evaluation monitoring or resultsbased management especially providing analysis of media coverage social media engagement web traffic etc. (desirable).
Experience with digital analytics and performance reporting. (desirable)
Knowledge of Communication for Development and exposure to humanitariandevelopment issues (desirable).
Fully computer literate with experience in Word Excel PowerPoint Publisher SharePoint GoDocs Drupal Adobe suite or equivalent software packages.
Languages
Excellent level of English. Knowledge of an additional UN language an advantage
