Job Description

Savan is seeking an experienced Senior FOIA Analyst to support the Department of Commerce (DOC) in the timely and compliant processing of Freedom of Information Act (FOIA) requests. The Senior FOIA Analyst will manage onsite FOIA operations oversee a team of analysts ensure alignment with DOC and federal FOIA regulations and provide expert guidance on FOIArelated matters. This clientfacing position requires strong leadership skills attention to detail the ability to deliver highquality work under tight deadlines and proven success in communicating complex FOIA determinations to internal and external stakeholders.
Role Responsibilities
  • Lead daytoday FOIA operations supporting the Department of Commerce serving as the onsite lead and primary point of contact for the client.
  • Review and analyze FOIA requests to identify responsive records apply appropriate FOIA exemptions and ensure full compliance with DOC FOIA policies and the FOIA statute.
  • Perform quality control reviews of FOIA responses prepared by team members to ensure accuracy and consistency.
  • Serve as a subject matter expert on FOIA the Privacy Act and related DOC policies guiding both internal teams and DOC leadership.
  • Track and report FOIA request statuses in compliance with DOC and Office of Government Information Services (OGIS) reporting standards.
  • Support the preparation and submission of DOC Annual FOIA Reports quarterly updates and other mandated reporting requirements.
  • Mentor train and oversee FOIA analysts to maintain operational excellence and ensure adherence to agency deadlines.
  • Recommend and implement improvements to FOIA processing workflows Standard Operating Procedures (SOPs) and case management practices.
  • Engage with internal stakeholders legal counsel and records custodians to ensure coordinated and legally defensible FOIA responses.
  • Promote best practices to support timely FOIA responses mitigate litigation risks and ensure responsiveness to requesters.
Qualifications and Requirements
  • Minimum 5 years of experience processing FOIA requests in a federal government or government contractor environment with at least 2 years in a leadership role.
  • Indepth knowledge of the FOIA statute 5 U.S.C. 552 the Privacy Act OMB Guidelines and case law interpreting FOIA exemptions.
  • Experience supporting FOIA operations within a Cabinetlevel department preferably DOC or a comparable agency.
  • Proficiency with FOIA case management systems such as FOIAXpress PALMS or equivalent tools.
  • Strong writing editing and analytical skills with the ability to produce highquality memoranda and correspondence.
  • Ability to independently manage multiple FOIA requests simultaneously while meeting statutory deadlines.
  • Bachelors degree required; masters degree preferred.
  • U.S. Citizenship required.
Preferred Qualifications
  • FOIA Professional Certification (e.g. NARA DOJ Office of Information Policy (OIP) FOIA training or equivalent).
  • Prior experience supporting FOIA programs at the Department of Commerce or its bureaus..
  • Experience with electronic records searches and ediscovery best practices.
  • Familiarity with DOCs FOIA regulations and any bureauspecific FOIA policies.
  • Experience working with legal offices to support FOIA appeals or litigation.

Compensation
Savan believes in offering fair and competitive compensation to all employees. Our salary structures are based on industry standards market conditions and the specific demands of each role. Salary determination for potential new employees is influenced by a combination of factors including years of experience educational qualifications specialized skills and expertise relevant to the job complexity and scope of the roles responsibilities internal salary structures as well as the geographic location of the job. Salary history will not be used in compensation decisions


Compensation Range:$100000.00$115000.00
