Job Description

Job Title: Police Lieutenant

Exemption Status: Exempt

Reports to: Chief of Police

Pay Grade: AP5

Calendar Days: 240

Dept./School: Police Department

Primary Purpose:

Lieutenant of the department will have authority in matters of police operations and discipline. Under administrative directions assists in the administration and supervision of the Police Department . Directs manages supervises and coordinates activities and operations within the Police Department. Coordinates assigned activities with other divisions departments and outside agencies. Provides highly responsible and complex administrative support to the Chief of Police; and assumes command of and responsibility for the department in the absence of the Chief of Police. In the absence of the Emergency Management Officer during a time of crisis the Lieutenant is responsible for implementing practices to ensure the safety and security of students staff and facilities during various crisis situations.

Qualifications:

Education and Certification Requirements

Bachelors Degree in Criminal Justice Public Administration or related field from an accredited university (Preferred)

Associates Degree (Required)

Certified as a peace officer as prescribed by the Texas Commission on Law Enforcement Standards

Five years of supervisory experience in a law enforcement agency

Administrative experience in a law enforcement agency

Masters peace officer certification

Valid Texas driver license

Special Knowledge and Skills

Demonstrate ability to work effectively and harmoniously with administrators teachers and other staff members.

Demonstrate knowledge of law enforcement practices philosophies procedures and legal issues particularly relating to law enforcement duties and responsibilities.

Has the ability to train and supervise subordinate personnel.

Ability to exercise sound judgement in evaluating situations and in making decisions.

Demonstrates knowledge of applicable state and local laws regulations and Harlandale ISD policies.

Knowledge of criminal investigations police report writing and criminal law.

Ability to manage personnel.

Training and ability to subdue offenders including use of firearms and handcuffs.

Bondable as required by Texas Education Code 37.081(h).

Ability to pass required physical psychiatric and drug tests.

Ability to work well with youth and adults.

Experience:

Must have five 5 years experience as a fully commissioned police officer

Minimum of five 5 years law enforcement experience in supervisory or command capacity

Major Responsibilities and Duties:

  1. Assists the Chief of Police in planning directing coordinating and controlling Police Department operations.
  2. Assumes management responsibility for services programs projects and activities within the Police Department; coordinates the activities of sworn and nonsworn personnel in preserving order protecting life and property investigating crimes and in enforcing laws and municipal ordinances as the operating manager of assigned divisions.
  3. Select train supervise and evaluate staff and make sound recommendations relative to assignment retention discipline and dismissal.

  4. Manages and participates in the development and implementation of goals objectives policies and priorities for assigned programs; recommends and administers policies and procedures.

  5. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends within department policy appropriate service and staffing levels.

  6. Maintain a positive working relationship and foster a sense of trust and respect with human resource administrators campus and department administrators and other law enforcement partners.

Law Enforcement

  1. Review police reports logs and investigative case reports; maintain information databases for tracking reporting and analysis.

  2. Evaluate arrests based on circumstances and evidence to determine whether the subject will be detained or placed in jail.

  3. Participate in investigating law violations obtaining evidence compiling information regarding crimes preparing cases for filing of charges testifying in court and related activities.

  4. Assist with investigating and making recommendations on all complaints and accusations made against district police officers or staff; oversees the conduct of background investigations; implements discipline and termination procedures.

  5. Work cooperatively with other staff to develop and implement proactive security programs gang management plans and other safety programs.

  6. Stay abreast of recent court rulings pertaining to police activity and ensure proper administration of the law to minimize liability.

  7. Studies crime reports and current literature in law enforcement to determine trends and make recommendations for changes in organizations and operating policies and procedures; prepares reports regarding crime incidents calls staffing projects and other indicators of department effectiveness and efficiency.

  8. Ability to create business letters police reports memorandums executive summaries search warrants and presentations; ability to speak and present information to small and large groups.

  9. Work cooperatively with other police agencies to share information and provide other assistance.

Safety

  1. Provide entry for contractors and be present as necessary for administrative activities requiring official police oversight.

  2. Provide for security and traffic control at athletic events school closings or openings or at any other time.

  3. Provide protection to or escort district personnel as needed.
  4. Operate all equipment including firearms according to established safety procedures.

  5. Use sound judgment and effectively communicate with and elicit information from emotionally distraught citizens.

  6. Follow district safety protocols and emergency procedures.

Administratiom

  1. Compile maintain and file all physical and computerized reports records and documents required including affidavits for arrest incident reports and activity reports.

  2. Oversee management of the property room for storage of weapons contraband andother items confiscated on district property.

  3. Coordinate vehicles and equipment maintenance and repair.

  4. Participates in the development and administration of the annual budget; participates in the forecast of funds needed for staffing equipment materials and supplies; monitors and approves expenditures and implements adjustments.

  5. Researches and develops grants for assigned programs; oversees grant implementation.

Mental Demands:

Maintain emotional control under stress; prolonged hours; on call 24 hours a day.
