The Position:

The Chief Engineer will report to the General Manager and be based in the Class A property 10 & 30 South Wacker in Chicago. The Chief Engineer is responsible for the overall performance of the building systems operational management administration of the engineering team with the objectives of safely efficiently effectively operating repairing and maintaining equipment and systems in accordance with the budget. The Chief Engineer must ensure the highest level of professionalism while meeting the needs of the facility and related tenant needs. The Chief Engineer is responsible for protecting and improving the value of the assets and ensuring that building engineering systems continue to perform their intended functions optimally. The Chief Engineer will develop as necessary implement and manage the reliabilitybased maintenance and repair program and continuously evaluate same in combination with operations and reliability methods and make changes to enhance effectiveness efficiency or safety in consultation with the General Manager. The Chief Engineer will participate in the preparation of capex and large repair and maintenance projects as needed.

Key Responsibilities:

SCOPE

  • To assure safe efficient and proper operation and maintenance of all HVAC domestic water electric life/safety and related equipment of the facility.
  • To assure proper adherence to all Engineering SOPs as established by the company.
  • To recruit hire and train the highest quality engineers possible to meet the demands of the facility.
  • To maintain good tenant relations through prompt courteous response to tenant requests and prompt resolution to tenant problems.

AUTHORITY

  • The Chief Engineer has the authority to act without prior approval within the guidelines of the emergency procedures manual to secure the best possible solution to emergency situations.
  • To make all necessary purchases required in the Department within the approved budget and in conformance with the management agreement with the building owner and current procurement rules.
  • To hire engineering personnel with the concurrence of the General Manager and to suspend and recommend termination of engineering personnel as required to maintain the finest engineering staff possible within established guidelines.
  • In the absence of the General Manager the Chief Engineer assumes primary responsibility for the facility in tandem with the Operations Manager maintaining constant communication with the Regional Director of Property Management and Director of Engineering.

DUTIES AND RESPONSIBILITIES

  • Oversee the maintenance and continuous operation of all building systems including: fire/life safety mechanical (HVAC plumbing controls) electrical (lighting UPS PDU generators primary switch gear) cabling (data and voice broad band) lighting and temperature controls systems vertical transportation systems critical environments and light construction (painting doors locks). Utilize staff and contracting with outside vendors as necessary.
  • Follow company Engineering SOPs.
  • Supervise and manage engineers and maintenance staff including hiring training and personal development payroll time sheets and vacation scheduling.
  • Identify the maintenance objectives of the facility and incorporate those objectives into a documented plan that includes preventive corrective and reliability maintenance procedures and see that the plan is incorporated into the facilities maintenance management program (Angus) to organize and maintain a preventive maintenance program.
  • Possess and develop comprehensive knowledge of maintenance processes and procedures.
  • Understand and oversee all aspects of construction planning commissioning and acceptance of equipment and related documents.
  • Will be involved in building startups and will provide direction leadership and will be responsible for equipment acceptance document turnover punchlisting commissioning vendor maintenance contract development and warranty management and administration.
  • Identify safety hazards within the building and incorporate the remediation of such hazards to ensure that the buildings staff and occupants work in a safe environment. Implement administer and manage safety training program.
  • Ensure that compliance of all regulatory laws and guidelines are met as they relate to the operation of the buildings infrastructure. Responsible for alerting the management of the building of compliance discrepancies.
  • Assist in the development of a Capital plan which would include planning for upgrades equipment replacements and building modifications to ensure the buildings future capabilities are maintained.
  • Responsible for ensuring that major projects performed at the building are properly planned executed and closed out in accordance with standard industry practices.
  • Maintain all infrastructure and compliance documentation for the building including uptodate building drawings and singlelines as well as documentation mandated for the purpose of maintaining regulatory compliance with Federal State or Local law.
  • Responsible for overseeing the activities of contractors working within the building either as representatives of the building itself or tenants operating within the buildings.
  • Responsible for advance training and notification to all contractors so that they are informed and knowledgeable with respects to the buildings critical functions and the work they are to perform including an incident contact response list.
  • Ensure that the Critical Facility Work is a wellunderstood process among the building staff engineers tenants and contractors who perform work on the buildings critical infrastructure.
  • Manage contracted maintenance staff and vendors.
  • Maintain and create shift schedules and work logs for company records.
  • Manage and evaluate the effectiveness of the chemical treatment program for optimal results.
  • Maintain an inventory of spare parts to ensure efficient continuous operations of the project.
  • Maintain an inventory of all tools necessary to perform all maintenance and repair functions.
  • Maintain a current manual containing all emergency phone numbers for engineers and contractors plus emergency procedures for the mechanical equipment in a stepbystep format.
  • To ensure a staff of qualified engineers through:
    • Organize training programs
    • Motivation and delegation
    • Development of individual abilities
    • Required formal education
  • To maintain a tenant work order system that will provide:
    • Prompt response to tenant requests
    • Complete and thorough logging procedure
    • Effective and efficient work order distribution
    • Correct and timely billing procedure
  • To prepare and submit the annual budget as it pertains to the Engineering Department.
  • Responsible for recording employee work hours and preparing time sheets for the Engineering Department. Evaluate the performance of the entire Department.
  • To respond to Property Management requests.
  • Supervise contract maintenance and service vendors.
  • Develop implement and maintain energy conservation programs.
  • Maintain knowledge of current and evolving technology in building operations and recommend implementation as appropriate.
  • Review all building and tenant drawings to assure comfort and practicality with design criteria.
  • Assist construction personnel and ensure building integrity by inspecting tenant and base building construction.
  • Secure and maintain any permits and/or licenses required by law or by code i.e.:
    • Refrigeration License
    • Boiler Certification
    • Fire Safety Directory
    • Standpipe and sprinkler certification
    • Elevator escalator permits

SKILLS & QUALIFICATIONS

Required:

  • High School diploma or general education degree (GED) or an equivalent combination of education and experience from which comparable knowledge and skills may be acquired; and
  • Ten years experience in a building engineering position; and Universal CFC Certification; and
  • Experience reading and interpreting documents such as blueprints safety rules operating and maintenance instructions diagrams and procedure manuals; and
  • Experience calculating rates ratios percentages; and
  • Experience drawing and interpreting bar graphs; and
  • Training in EMS and plan operations;
  • A current and valid stationary engineers license; and
  • Membership in the IUOE Local 399 is required within 60 days of employment start date.

Preferred:

  • Experience in training and developing staff; and
  • An understanding of Code and Code compliance.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT

  • Ability to travel between floors and buildings including frequent walking climbing bending kneeling lifting stooping and working/extending overhead indoors and outdoors with varying temperature ranges from 0 100.
  • Work at heights with AFrame and extension ladders from 5ft to 16ft using buddy system and following all OSHA guidelines and safety precautions.
  • Work in confined spaces following all OSHA guidelines and safety precautions.
  • Specific vision abilities include close vision distance vision color vision and depth perception.
  • Must be able to stand for an extended period at a minimum of 8 hours.
  • Must be able to move lift carry push pull place objects less than or equal to 50 pounds without assistance.
  • Ability to understand and communicate in English verbally and written.
  • Wear Personal Protective Equipment that may be required when performing Engineer tasks safely such as but not limited to: hard hat safety glasses splashresistant face shield welding helmet welders gloves allpurpose work gloves chemicalresistant gloves disposable gloves face mask for infectious disease control nuisance dust mask hearing protection standard impactresistant safety shoes with nonslip soles and electricallyrated safety shoes.
  • Wear fall prevention/protection equipment when working at heights over 4 feet in areas without guardrails or when performing other nonladder work at elevations or when working in permitrequired confined spaces where retrieval equipment is required including but not limited to body harness and lanyard in addition to other required Personal Protective Equipment.

The employee is frequently exposed to moving mechanical parts building equipment and tools. The employee is occasionally exposed to wet and/or humid conditions; high precarious places; toxic or caustic chemicals; outside weather conditions; and risk of electrical shock. (Note: Should under no circumstance work on any 480 volt electrical system unless he or she has been properly trained. The noise level in the work environment is usually moderate to loud. Must be knowledgeable in safety aspects of any function before performing any task in that area.

The compensation range for this role is $65.00 to $67.00 per hour. This role is also eligible for access to comprehensive medical dental and vision insurance life and disability insurance and 401(k) plan afforded to members of IUOE Local 399 as well as all other benefits afforded to Tishman Speyer employees per the BOMA IUOE Local 399 agreement. This base range reflects a number of factors including but not limited to relevant experience skill sets and/or licensure required of an individual in this particular role. The base range is also specific to members of Tishman Speyers Chicago team as weve considered factors specific to this geography.
