Job Description

JOB GOAL: To assist in ensuring that the business operations of the district follow sound acceptable accounting practices in order to support the instructional goals of the schools; and that funds are expended in accordance with local state and federal : The Assistant Business Manager serves to assist the Assistant Superintendent of Finance & Operations for the New Bedford Public Schools and administers all aspects of the school systems business operations. The primary responsibilities include: managing a municipal accounting system; preparing annual school budgets and analyzing financial data; monitoring expenditures; administering all contracts for nonprofessional staff; and supervising the fiscal operations of food services facilities and RESPONSIBILITIES:Develops and maintains procedures for managing and monitoring the school budget and financial resourcesDevelops the annual school budgets in conjunction with the Superintendent Assistant Superintendent principals and School CommitteePrepares financial reports to the Superintendent and School CommitteePrepares budget projections and periodic analyses as requested by the Superintendent or School CommitteePrepares state and federal financial reports in support of grants and compliance requirementsDirects the competitive bid process and negotiates vendor contracts in compliance with all federal and state laws and regulationsSupervises preparation of accounts payable accounts receivable and payrollsExplores and recommends methods procedures and practices that increase organizational efficiencyMaintains active liaison with the city auditor treasurer and Finance SubcommitteeAssists with collective bargaining activities including preparing financial analysis and explanation of proposalsPrepares reports and attends meetings for the Assistant Superintendent of Finance & Operations as requestedProvides support to principals and other administrators as they carry out their business management and operations responsibilitiesAttends conferences and meetings related to current school business and personnel practicesRepresents the Assistant Superintendent of Finance & Operations at local and/or state meetings as requestedAssists with the planning and management of all school building projectsPerforms other duties as assigned by the Assistant Superintendent of Finance & OperationsQUALIFICATIONS:A Bachelors degree or higher with a specialization in public administration business administration finance accounting or a related field preferredA valid license issued by the Massachusetts Department of Education as a School Business Official (or demonstrated ability to obtain license within 6 months of employment)Minimum of five 5 years of successful employment in a supervisory role at a managerial levelA proven ability to relate to a variety of constituencies including but not limited to administrators parents teachers school committee members other school staff governmental and human service agenciesA proven ability to develop and administer budgetsDemonstrated ability and experience with financial software preferably MUNISDemonstrated proficiency with educational technologyUnderstands Massachusetts municipal and school financeSuch alternatives to the above qualifications as the School Committee may find appropriate and acceptableCitizenship residency or work visa requiredTERMS OF EMPLOYMENT:PHYSICAL DEMANDS (Special requirements such as lifting heavy objects and frequent climbing): NONESPECIAL REQUIREMENTS (Frequent overtime or night work required etc.: Some extended day work required. Occasional attendance at evening meetings (i.e. School Committee PTA/O and community).YEAR: 12 MONTHS NONUNION POSITIONOVERTIME ELIGIBLE: NOSALARY: $90000$115000 (based on experience)
