This position is a member of the leadership team withdaytoday responsibility for managing the operations of the MarylandDepartment of Planning (MDP) including but not limited to: financeoperations accounting procurement information technology (IT) personneland general office operations and functions The Chief of Operations ensuresthe compliance of all state and federal laws rules regulations policies andprocedures and ensures that agency resources are appropriately utilized tomeet all financial operational human resource and IT needs for MDPHeadquarters the Maryland Historical Trust Jefferson Patterson Park andMuseum and our regional offices in Frostburg Centreville and Salisbury.
This position works with the Office Administrator tooversee all personnel matters and serves as the Appointing Authority for MDPwhich includes oversight and approvals of various human resource matters andfiscal approvals. The Chief of Operations must also be a strategic thinker whoplays an important role in strategic planning workforce development planningand implementation oversight and measurement of those plans as well asidentifying implementing overseeing and tracking performance improvement andquality improvement projects and initiatives. This includes the ability toreview the agencys budget to offer projections to safeguard MDPs finances andmaximize our funding. The Chief of Operations is not directly responsible forgrant and passthrough funding maintenance but plays an integral role inensuring these activities are completed with fidelity.
I. Operational and Resource Management
Serves as the Appointing Authority and oversees the managementof personnel services. Directs personnel processes and determines the organizationalstaffing needs for departmental programs divisions and units. Providesprocesses and approvals for hiring practices of all classifications ofemployees in terms of funding availability and timetables in coordination with theMDP Executive Office and Office Administrator. As Appointing Authority theChief of Operations is charged with completing the associated tasks regardingthe appointment promotion transfer reassignment discipline and terminationof employees in MDP. The position is also responsible for the oversight ofhiring promotions reclassifications etc. The Chief of Operationsdevelops and implements strategic plans to address needs including but notlimited to reorganizations workforce planning training assessment andpersonnel policy development. This position develops and monitors overallcompliance for human resource matters with DBM legislative audits and DBMaudits of compliance with standards and guidelines including serving as oroverseeing) the agencys Equal Opportunity Officer (EEO) and the Americans withDisabilities Act Officer (ADA) and also ensures the agency Continuity ofOperations Plan (COOP)
A supervisor assigns and reviews the work of othertrains employees recommends the selection promotion and termination ofemployees approves leave and signs timecards signs annual performanceevaluations determines and resolves procedural problems within the unit servesas spokesperson for subordinates explains policies and directives frommanagement and issues formal disciplinary reminders warnings and reprimandsand is updated and maintained with appropriate training tools in place. Thispositionsupervises the management of the agencys fleet vehicles. The Chief ofOperations will supervise the Office Administrator for MDP.
II. Budgetary and FinancialManagement
Manages all financial operations of the department. Thisincludes not only budget general fund appropriations and projections butalso revenue received as part of agency services to both public and privateentities and passthrough funding. This position is responsible for managingthe agencys current year budget preparation of future fiscal budgets toinclude all related personnel procurement and staff management decisions anddirects year end close out of budgetary matters. Oversees revenue forecaststarget projections and completions and expenditure plans. Serves asthe agencys chief fiscal personnel and compliance officer. Actively createsexecutes and manages the next fiscal years budget from preparationthrough the defense of the budget to the Secretary of DBM the Governor andthe budget committees of the Maryland General Assembly Negotiates andexecutes agency contracts and procurements. Serves as the primary contactfor all Office of Legislative Audits and compliance with DBM audits. Thisposition supervises the head of the Finance unit within MDP who in turn supervisesthe full finance team.
III. Technology Oversight
Oversees and directs the information technology needs ofthe department. Works
closely with the head of the IT department to ensure thephysical hardware software database processing networking and securityneeds of the staff are met. This position will work closely with the IT team todevelop projections of necessary tools for future budgetary needs andstrategies. This position supervises the head of the IT department within MDP whosupervises the IT team.
IV. Strategic Planning
Works closely with the Secretary and Deputy Secretary to manage
maintain and monitor MDPs Strategic Plan. This includesworking with the Deputy Secretary to ensure goals and performance indicatorsare being met. Additionally this position will assist in the development offuture strategic plans and KPIs. The Chief of Operations also oversees theagencys Managing for Results initiatives (MFRS) including organizing their developmentmonitoring and reporting results and strategizing for future goals andmeasurement systems.
EDUCATION: Bachelors degree
EXPERIENCE: 5 years of experience as a fiscal anrational leader
Experience in personnel matters
8years of experience as a fiscal and operational leader
5years of experience with FMIS
Experiencein governmental operations preferably within the State of Maryland
Experiencein operational and/or personnel matters
