The Department of Design and Construction seeks to hire a Director of Capital Budget to work within the Administration Divisions Public Building and Borough Based Jail Capital Budget Unit. The candidate will be responsible for managing the agencys $18.7 billion Capital Public Building and Borough Base Jails programs.
The candidate will report to the Executive Director and responsible for the following tasks: Developing budget strategies for meeting the agencys capital commitments. Supervising Deputy Director Supervisor and providing guidance to the Capital team as they shepherd projects through internal and external review processes. The Director develops internal control protocols and budgeting procedures to ensure that business processes are aligned with agency goals. On an ongoing basis the Director monitors agency performance to budget. The Director assists in the development and implementation of streamlined agency wide business processes including but not limited to Capital Planning Initiation and Certificate to Proceed.
Track budgetary programmatic and structural changes from plan to plan; monitor the workload of each budget unit ensuring work is distributed to maximize agency goals and objectives.
Draft and review SOPs. Develop annual goals and objectives for staff complete annual performance evaluations for staff.
The successful candidate will innovate promote and support new ideas and procedures that will improve business processes. Explore new tools and methods for increasing efficiency and effectiveness. Implement procedural and policy changes to improve operational efficiency; develop metrics to monitor cycle time performance. Analyze metrics to highlight trends in performance adjusting internal processes when needed to achieve metrics.

ADMINISTRATIVE STAFF ANALYST 10026
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and two years of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management. Eighteen 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory fulltime professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
4. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and eight years of satisfactory fulltime professional experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
5. A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least two years of experience as described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
