Job Description

Position Information

Under administrative direction to plan organize direct and manage a branch of the County Human Services Agency including fiscal management branch personnel management program planning and evaluation public and political relations; to act for the Director of Human Services when delegated; and perform related work as required.

This is a multiple assistant executive management position in the County Human Services Agency with responsibility for managing and directing the functions of a specified branch.

Examples of Duties

Duties may include but are not limited to the following:
  • Plans organizes manages coordinates and directs the operations programs and services of the Family Services Branch Administrative Services Branch Social Services Branch or Employment Services Branch of the County Human Services Agency.
  • Directs and coordinates the fiscal management personnel management and program planning and evaluation functions of the Branch.
  • Develops administers and insures proper expenditure controls for the Branch budget.
  • Ensures correct granting of financial assistance to eligible persons.
  • Maintains proper standards for public assistance grants.
  • Completes annual budget and monitors compliance with State and Federal funding rules and regulations.
  • Oversees the proper selection of Branch staff in accordance with merit personnel standards.
  • Serves as a resource regarding the interpretation of federal and state laws.
  • May participate in the County collective bargaining process as a management representative.
  • Conducts organizational studies implementing changes and procedures to promote the efficiency of operations.
  • Represents the Agency with the public community organizations and other government agencies.
  • May act for the Director of the Human Services Agency in the Directors absence or when delegated.
  • May have responsibility for the Program Evaluation Unit and the Veterans Affairs Office.
Knowledge of:
  • The functions policies programs and procedures of the County Human Services Agency.
  • Requirements techniques and recordkeeping for the efficient functioning of Human Services Agency.
  • Rules regulations and laws governing the determination of eligibility and funding of public assistance grants; Budget development and expenditure control.
  • Operating policies and general functions of the State Department of Social Services.
  • Development and application of automated methods and systems to eligibility services operations.
  • Business and public administration including organization analysis and development.
  • Public personnel management including equal employment opportunity.
  • Principles of effective employee management supervision training and development.
  • The federal and state statutes policy and rules governing veterans affairs and benefits.
Ability to:
  • Plan organize direct manage and coordinate the operations functions and programs of a branch of the County Human Services Agency.
  • Set direction and vision for branch operations.
  • Provide direction supervision training development and work evaluation for Branch staff.
  • Develop budgets and control expenditures.
  • Review the work of Branch staff and resolve a variety of problems.
  • Insure proper implementation and conversion of Branch functions to new automated systems.
  • Be responsible for the development maintenance and implementation of Branch statistics records and reports.
  • Coordinate Branch operations functions and services with other government agencies.
  • Effectively represent the Human Services Agency in contacts with the public community organizations and other government agencies.
  • Establish and maintain cooperative working relationships with those contacted during the course of work.
  • Provide direction and communicate effectively with all levels of staff.
  • Work cooperatively with director and other division heads to develop agency policy and direction.

ESSENTIAL FUNCTIONS
  • Regular attendance is an essential function.

  • Analyze data interpret policies procedures and regulations and develop appropriate conclusions.

  • Resolve conflicts and respond appropriately to complaints.
  • Establish implement and achieve goals and objectives; Train evaluate and supervise staff.
  • Maintain confidential information in accordance with legal standards and/or Countyregulations.
  • Represent the County with the community and other agencies; conduct presentations.
  • Administer a budget personnel and programs; Assure compliance with funding.
  • Frequent use of depth perception peripheral vision and color perception.
  • Frequently lift carry reach push pull twist and manipulate large and small objects.
  • Frequent use of handeye coordination; Normal dexterity frequent holding and grasping.
  • Occasionally lift and carry up to 40 pounds.

Minimum Qualifications

Experience: At least four 4 years of responsible program experience above journey level in social services eligibility and grant determination employment and training or administrative and staff services work in areas such as personnel administrative analysis accounting auditing budgeting or data processing. Two 2 years of this experience must have been in a full time supervisory capacity.
OR
Two 2 years of experience performing duties comparable to those of the California Interagency Merit System class of Program Manager I. Or one 1 year performing duties comparable to the California Interagency Merit System class of Program Manager II will fulfill the experience requirement.

Education: A graduate degree in Public Administration or Business Administration or a Masters degree in social work or a Masters degree from a two 2 year counseling program. (Additional qualifying experience may be substituted for the required education on a yearforyear basis).

Supplemental Information

TRAINING & EXPERIENCE EXAMINATION WEIGHTED 100
The Training & Experience Examination is designed to elicit a range of specific information regarding each candidates knowledge skill abilities and potential to effectively perform the duties relative to the classification. Responses to the questionnaire will be assessed based on predetermined rating criteria. All applicants must complete the entire examination to receive a score. In order to obtain a position on the eligible list candidates must receive a minimum rating of 70 on the examination.

Examination administration and processing time is approximately two weeks after the closing date of the job bulletin.

ELIGIBLE LIST INFORMATION
A departmental open eligible list will be established for the county of Merced. The list will be utilized for 12 months after it is established unless the needs of the service and conditions of the list warrant a change in this period.

RETEST PERIOD
Once you have taken the examination you may not retest for SIX 6 MONTHS from the established eligibility date.

SPECIAL TESTING ARRANGEMENTS
Special testing arrangements may be made to accommodate applicants for disability military or religious reasons. DRIVERS LICENSE REQUIREMENT
Some positions in this classification may require possession of a California drivers license. Employees who drive on County business to carry out jobrelated duties must possess a valid California drivers license for the class of vehicle driven and meet automobile insurability requirements of the County.
