Job Description

The Position


This position is exempt from Civil Service and is an At Will position. It serves at the discretion of the hiring authority subject to City of Portland Human Resources Administrative Rules and Portland City Charter and Code.

Job Appointment:Full time AtWill

Work Schedule: Monday Friday 8am 5pm. Work hours will include evenings and weekends as needed.

Work Location:
Inperson. Position will report to City Hall 1221 SW 4th Ave Portland OR 97204.

Language Pay Premium Eligible:City of Portland employees who speak one or more languages in addition to English may be eligible to receive a language pay differential. This is compensation for qualifying multilingual City employees who use their language skill to assist the community. More about the language pay differential can be found here.

About the Position:

The Council Liaison serves as a vital connection between the Mayors Office and the City Council including the various Council Committees.This role willrepresenttheMayorin interactions with Councilmembers and committees advancing theMayorspolicy priorities and ensuring consistent informed communication between branches.

To Qualify

Applicants must specifically address and demonstrate in their cover letter and resumehow their education training and/or experience meets each of the following required minimum qualifications:

  1. Ability to navigate complex political environments build relationships across departments and elected offices and exercise discretion in sensitive or highstakes situations.
  2. Ability to represent the Mayor at Council meetings community events and public functions with confidence and professionalism.
  3. Abilityto analyze legislation and policy proposals monitor City Council activity and summarize key developments for the Mayor and senior staff.
  4. Ability to conduct thorough research and synthesize relevant data to support policy development and strategic decisionmaking.
  5. Abilityto exercise independent judgement problemsolve take initiative within established guidelines and utilize strong organizational skills to prioritize competing demands to meet tight deadlines with accuracy and attention to detail.
  6. Experience providingbriefings anddraftingcorrespondence clearly and persuasively for diverse audiences including elected officials community groups and the public.
Although not required you may have:
  • Bachelors degree from an accredited college or university with a major in business or public administration political science or a closely related field.
  • Legislative experience.
  • Experience working with elected officials and diverse communities.
