The Natural Resources Access Regulator (NRAR) is currently seeking to appoint a Director Regulatory Initiatives in an ongoing/permanent fulltime capacity.

The Director Regulatory Initiatives critically analyses complex strategic intelligence and leads the development of compliance programs and interventions to significantly improve wateruser understanding of and compliance with regulatory obligations.

About NRAR

The Natural Resources Access Regulator (NRAR) Act 2017 enabled the establishment of an independent water regulator in NSW focused on establishing best practice water regulation underpinned by ethics good governance and stakeholder engagement to deliver effective and reliable water regulation for the people of NSW. NRAR enforces the NSW water laws and offers guidance and education to help water users comply. We strive to be an efficient and effective regulator that celebrates and reflects the diversity of the community we serve. Working with NRAR provides a chance to make sure water is used lawfully so that all communities and the environment get a fair share.

About You

The role has primary responsibility for developing programs that address compliance problems aligned with NRARs annual and enduring regulatory priorities. A key focus is increasing voluntary compliance through indirect means using a suite of problemcentric regulatory techniques.

In this role you will lead the strategic and operational compliance improvement programs projects and initiatives and direct the sourcing and development of regulatory intelligence with a strong emphasis on solving regulatory problems by improving voluntary compliance with regulatory obligations reducing the risks of unlawful activity and effectively and efficiently driving positive behaviour change within the regulated community.

Key responsibilities of the role include:

• Contribute to strategic planning assessment and regulator capacity building as a key member of the NRAR Executive team; participate in and lead whole of NRAR projects as a member of the NRAR executive.
• Ensure that all material of an evidentiary nature including correspondence and documentation related to provision of regulatory and compliance activities enforcement actions breaches of regulations and reported noncompliance is registered and managed appropriately to facilitate imposition of breach remedies and/or litigation.
• Build and maintain public confidence in NRAR through transparent and accountable sharing of compliance programs and activities through stakeholder engagements and published reports.
• Lead NRARs championing to improve natural resource management across communities of practice and stakeholder groups to share program regulatory learnings and insights with Departmental cluster across NSW regulators and Murray Darling Basin jurisdiction including representing the Chief Regulatory Officer at board meetings to seek guidance and report on NRARs annual and enduring priority programs and initiatives.
• Lead manage and inspire geographicallydispersed teams of regulatory professionals with diverse skillsets fostering the development of a problemsolving and outcomesfocussed culture.
