Job Duties
This position will analyze and provide guidance and support regarding contracts procurement statutes FOIA and records and other compliance and policy matters. This position will support agency success in legislative budgetary and regulatory policies and initiatives.
This position is part of the VITA Legal and Legislative Services (LLS) team that: 1 analyzes and handles FOIA COIA contractual procurement employment regulatory management and other policy analysis and compliance; 2 researches drafts and reviews required reports to the General Assembly Governors Office and internally; 3 tracks and analyzes legislative changes and develops proposals; 4 supports VITAs public bodies; and 5 participates in review and analysis of VITA business issues and the development and implementation of strategic solutions.
This position will collaborate with other agency business units to facilitate support and execute implementation of requirements recommendations and business goals working to ensure agency policies and operations comply with applicable law satisfy external auditing and oversight and support customer agencies compliance with federal and state obligations.
This position will work with external stakeholders including agency counsel in the Office of the Attorney General as necessary and appropriate to fulfill the above responsibilities and functions.

Minimum requirements for this position:
Ability to communicate effectively and concisely in writing and spoken word;
Experience identifying problems and developing multiple solutions and options in a collaborative fastpaced environment;
Ability to draft well written reports policies and responses to audit recommendations and other documents;
Ability to monitor coordinate information and communicate regarding multiple requirements and objectives;
Working knowledge of legislative and executive structure operations processes and policies at the state level including the Virginia General Assembly;
Experience with auditing and oversight within state government and Virginias executive branch;
Working knowledge of information technology cybersecurity intellectual property and privacy laws and policies;
Demonstrated ability to:
Interpret and evaluate contracts statutes regulations policies audit reports and other legal documents;
Analyze compliance requirements in a wide range of operational and organizational environments;
Identify and comply with applicable laws and policies including regarding confidentiality and information security;
Working knowledge of general laws governing state agencies such as the Virginia Freedom of Information Act (FOIA) the Public Records Act the State and Local Government Conflicts of Interest Act (COIA) the Government Data Collection and Dissemination Practices Act and the Virginia Public Procurement Act.
Additional Considerations
Extensive regulatory compliance or paralegal experience;
Paralegal certification or Legal Studies degree;
Pending admission or Membership in the Virginia State Bar;
Knowledge experience or certification related to Human Resources.
